Gov't to hold regular public discussions

Prime Minister Nguyen Tan Dung has issued a decree for ministers, heads of ministerial-level agencies and the chairman of cities' and provinces' People's Committees to hold dialogues with the public.

These dialogues, held with both organisations and individual citizens, must take place every six months and will deal with administrative procedures or the adoption of timely measures to resolve difficulties arising in the implementation of these procedures.

Under the decree, aimed at strengthening the responsibilities of heads of state organisations at all levels in administrative reform, the prime minister ordered all concerned parties to direct the implementation of administration reform and bear responsibility for the results.

The Prime Minister asked the ministers and other leaders to continue reviewing and evaluating ways to reduce or propose the reduction of redundant or unnecessary administrative procedures in order to cut costs for enterprises and citizens.

The concerned parties under the decree should co-ordinate with the Ministry of Justice to strictly control the issuance of administrative procedures, follow regulations on announcements, ensure the transparency of administrative procedures and settle individuals' and organisations' complaints.

The prime minister asked the ministers and other leaders to direct the establishment of information systems to receive, settle complaints about administrative regulations and the results of the settlement of administrative procedures at all levels.

He directed the above-mentioned officials to strictly punish those who are slow in announcing and posting a notice on administrative procedures or who are irresponsible or cause problems in settling grievances about administrative procedures for organisations and individuals.

In addition to the punishment of officials involved in the duty, the heads of these organisations should critically review themselves and make apologies to any affected organisations or individuals.

He also authorised the Ministry of Information and Communications to work with the Ministry of Justice and Ministry of Home Affairs to direct ministries, agencies and localities to push forward the application of information technology in administrative organisations at all levels, especially when settling administrative procedures for citizens and organisations in accordance with the one-door policy.
