Cambodian King Preah Bat Samdec Preach Norodom Shihamoni is visiting Vietnam from March 16-18, at the invitation of Vietnamese State President Tran Duc Luong. This is the first visit by Mr N.Shihamoni as King of Cambodia. Vietnam and Cambodia established diplomatic ties on June 24, 1967 and since then their relations have constantly been developed and consolidated in all fields.

Party General Secretary Nong Duc Manh’s visit to Cambodia in March 2005 several months after Mr Shihamoni was crowned King, and the agreements reached during the visit, created favorable conditions for the two countries to promote bilateral relations and all-round co-operation. The two sides agreed to develop their relationship under the motto "good neighbourliness, traditional friendship, comprehensive cooperation and durable stability".

 

During the visit to Vietnam by Prime Minister Hun Sen in October 2005, the two countries signed a supplementary treaty to the 1985 Treaty on the Delimitation of State Borders.

 

The signing of agreements on bilateral co-operation during the recent visit to Cambodia by Prime Minister Phan Van Khai contributed to taking relations between the two countries to a higher plane.

 

Bilateral co-operation in security and national defence in recent times has been further strengthened as the two countries agreed to conduct joint sea patrol activities.

 

The first and second conferences on co-operation and the development of Vietnam-Cambodia border provinces built a new mechanism of co-operation among border provinces to ensure   common border security.

 

The two countries have made great strides in economic, trade and cultural co-operation after a joint commission for co-operation in economics, culture and science and technology was established in April, 1994. Seven sessions of the commission have been held so far.

 

At each session, the two sides reviewed the implementation of co-operation agreements and devised new plans for the coming years.

 

The two countries have also seen progress in their trade and investment cooperation, with two-way trade increasing by over 40 percent annually.

 

Bilateral trade value reached more than US$692 million in 2005, an increase of 34 percent over 2004. They also agreed on effective measures to reinforce co-operation in areas of great potential such as education and training, energy, electricity, public health and transport.

 

In 2005, Vietnam helped Cambodia with human resource training and road and social work building, which has been praised by the Cambodian Government.

 

Bilateral relations have been promoted under the co-operation frameworks of the ASEAN bloc and regional and international forums, such as Greater Mekong Subregion Co-operation (GMS), Ayeyawady-Chao Phraya-Mekong Economic Co-operation Strategy (ACMECS), West East Corridor co-operation (WEC) Co-operation between Cambodia, Laos, Myanmar and Vietnam (CLMV), the Vietnam-Lao-Cambodia Growth Triangular, United Nations forums, non-Aligned movements and Francophine meetings.

 

With the satisfactory results obtained in bilateral co-operation, it is hoped that the upcoming visit to Vietnam by King N.Shihamoni will contribute to further promoting mutual understanding and trust and elevating co-operative relations between Vietnam and Cambodia to a new height.
