The 10th National Party Congress pointed out in its resolution that “Vietnam should actively broaden outlets to promote exports, while opening up the domestic market including service industries to attract investment, advance technologies and management skills to make the national economy more effective and competitive”.

In order to meet urgent demands of the international situation and domestic economy, the 7th National Party Congress adopted guidelines on multilateralisation and diversification of Vietnam’s foreign relations, marking the start of its international integration process. The 8th National Party Congress in 1996 decided to “accelerate Vietnam’s regional and global economic integration process”. Resolutions of the 8th Party Central Committee’s 4th plenum held on Dec. 29, 1997 said, “Vietnam should take the initiative to actively infiltrate and extend its international markets”, and stressed, “We must prepare human resources, a legal foundation, and particularly competitive products to integrate in regional and global markets.”

The 9th National Party Congress affirmed, “Vietnam will take the initiative to integrate in the international and regional economies in the spirit of making the most of its internal resources, making international cooperation more effective, ensuring independence, sovereignty and the socialist orientation, defending national interests, national security, maintaining cultural identities and protecting the environment”. To realising the Party’s socio-economic development strategy for the 2001-2010 period, which says “building an independent and sovereign economy should coexist with active integration into the international economy”, Vietnam is restructuring the national economy, completing the law and policy system, and making domestic businesses more competitive to prepare for international economic integration.

In 2002, the Party Political Bureau issued Resolution 07 on international economic integration, emphasising consistent guiding principles for the process. To fulfil the Resolution, the Prime Minister and his Cabinet issued an action plan and assigned specific tasks to the ministries, branches and localities.

Consistently realising the foreign policy of independence, sovereignty, peace, cooperation, development, an open-door, and diversification and multilateralisation of international relations, the Party pointed out in Resolutions of its 10th National Congress, “Vietnam must take the initiative to actively integrate into the international economy while broadening its international cooperation in other fields.”

To meet the highest objective which is national interests, Vietnam should accelerate external economic activities, and fully integrate into global, regional and bilateral economic institutions. A suitable national development strategy from now to 2010 and a vision up to 2020 should be developed. We must satisfy all necessary conditions for the signing of bilateral and multilateral free trade agreements. Vietnam should accelerate comprehensive and effective cooperation with ASEAN and other countries in Asia and the Pacific region, consolidate and develop reliable bilateral cooperation with strategic partners, make the most of opportunities, face challenges and reduce risks after joining the WTO.

The Party also pointed out in Resolutions of its 10th National Congress, “To further renew the economic institution, review all legal documents, amend, complement and complete the legal system to ensure their consistency, stability and transparency.” According to Party guidelines, Vietnam will further improve its investment environment to attract FDI, ODA, indirect investment, trade credit and other capital resources. We must correctly define the end-users and ramp up the disbursement of ODA funds, improve management methods, schedule debt repayment, and maintain a reasonable and safe ratio of foreign debt.

Resolutions of the 10th National Party Congress point out that taking the initiative in international economic integration means “to promote the subjective role of businesses from all economic sectors in international economic integration, promote trade and investment, develop new markets, products and trademarks”. Vietnam’s businesses are encouraged to cooperate and join in ventures with their foreign partners and invest in foreign countries.

Obviously, initiative and active economic integration as mentioned by the 10th National Party Congress is a new concept. Activeness relies on initiative and vice versa. This is a dialectical relationship inherent in renewing economic institutions of all businesses from all economic sectors.

In the initiative and active international economic integration process, we should firmly grasp the following matters:

First,
we must ensure national independence, sovereignty and socialist orientation, uphold national security and conserve cultural identity. To take the initiative in international economic integration, we should prepare potential resources and strategic position ourselves. We must be self-confident and prepare a roadmap for this process at the right pace. International economic integration will help Vietnam develop, industrialise and modernise its country, strenghthen its internal resources, safeguard national security and pursue socialist orientations in the development process.

Second,
international integration should be based on socio-political stability and the promotion of internal resources to ensure the national economy, branches and businesses become more competitive.

Third,
in the integration process, we must strictly adhere to principles of equality, mutual benefit and protection of national interests. According to these principles, we should make every effort to secure our legal system while sharing logistical interests with our partners.

Fourth,
we should consistently realise our policy on diversifying and multilateralising international relations in the spirit of “Vietnam is a reliable friend and partner of all countries in the international community and actively participates in the international and regional cooperation process”.  

Fifth,
we should always be vigilant against hostile forces who take advantage of economic relations to infiltrate our country and propagate their “peaceful evolution” schemes to undermine and overthrow our regime. Economic development, improving people’s lives and economic, scientific and technological progress will contribute to strengthening national defence and security. Economic relations between Vietnam and foreign countries, organisations and companies are fraught with complications. However, if it is effectively handled, it will also contribute to the safeguarding of national security and sovereignty.

International economic integration is an objective demand, which requires us to raise initiative, design a suitable roadmap, make positive and steady steps, and not to be hesitant nor hasty. Resolutions of the 10th National Party Congress point out, “We should actively broaden our outlets to promote exports, while opening up the domestic market including service industries to attract investment, advance technologies and management skills to make the national economy more effective and competitive”.

In the open-door and international economic integration process, we should exploit our advantages and create a competitive environment for development. Meanwhile, we must nurture our potential and ensure economic security, while maintaining the balance of macro issues. In addition to ensuring food security, we must quickly increase foreign currency reserves strictly control foreign debt and harness internal resources to rapidly develop infrastructure and effectively develop essential industries and products.

We should improve the investment climate, accelerate administrative reform, develop human resources, and prepare better conditions to attract ODA, FDI, credit and other international funding resources. Businesses from all economic sectors should be encouraged to promote their dynamism to hasten international economic integration. Employees are required to reassess their working lifestyle. Businesses should renew management concept and methods, and equipment and technologies. Measures should be taken to reduce production costs to make our products and services more competitive.
