The resolution reiterates the leading role of the Communist Party of Vietnam in mobilizing organizations and people from all walks of life to win victories over the past eight decades.
Since Vietnam’s Doi Moi (Renewal) process began more than 20 years ago, the Party building and rectification campaign has achieved encouraging results. But there remain limitations and shortcomings which negatively affect people’s trust in the Party.
The resolution acknowledges that these shortcomings need to be resolved because they are critical to the leading role of the Party and the survival of Vietnam’s political system.
The resolution pinpoints the need to conduct a truthful and objective assessment of Party building to turn the Communist Party of Vietnam into a strong, healthy and genuine party. It requires a resolute determination, which makes Party building free from any interference and helps prevent hostile forces’ distortion and incitement.
The resolution highlights four urgent solutions which need to be put in place constantly and regularly. The first solution is for the higher-ups to conduct criticism and self-criticism. The Party Central Committee, Politburo and Secretariat must review and assess their leadership and guidance of Party resolutions and directions to discover existing shortcomings and recommend solutions.
The second solution has to do with each and every Party member conducting individual criticism and self-criticism and strictly abiding by rules on what Party members are forbidden from doing. It also involves the assessment of cadres to prepare for further promotion. True democracy needs to be promoted within the Party.
Regarding Party organization and personnel, several positions in particular localities will continue to be held by Party officials who are not local citizens. Further efforts will be made to strengthen inspection and supervision to prevent cadres from abusing their authority.
The third solution is to review the existing mechanisms and policies to ensure that appropriate policies will be retained for developing human resources. Every year, the Party Central Committee should review and evaluate each member of the Politburo and Party Central Committee. The legal system needs to be completed to ensure democracy, openness and transparency of personnel issues.
The resolution also specifies that this year a mechanism will be in place to supervise Party members at all levels.
Last but not least, the fourth solution, concerning political and ideological education, emphasizes the need to continue the campaign “Study and Follow President Ho Chi Minh’s Moral Examples”. It is important to renew communication and education in politics, ideology, morality, and lifestyle for cadres and Party members.
The resolution is expected to create a breakthrough in Party building, turning the Communist Party of Vietnam into a strong, healthy political party.
