The first session of the 13th National Assembly (NA) Standing Committee has ended with its agenda well put in place one day ahead of time to give new momentum to the renewal process and make people feel more confident in the legislative body.

The spirit of renewal was clearly demonstrated through discussions of national issues in a democratic and open manner.

Addressing a press briefing after the first session of the 13th NA Standing Committee, Chairman Nguyen Sinh Hung affirmed that the session had achieved a high consensus.

Many important issues were approved by an overwhelming vote, even 100 percent at some stage.

In only two days (August 22-23), the NA Standing Committee exchanged opinions on such issues as improving the quality and efficiency of NA operations, and supplements and amendments to some draft laws on archives, complaints and denunciation, and measurement. It also drew up an agenda for the second session.

Relevant agencies of the 12th NA had to collect opinions from previous seminars and revise legal documents before submitting them to the NA for consideration and approval. So, all issues tabled at this session were well prepared and highly qualitative.

The second session of the 13th NA is scheduled to take place in October during which the NA will consider approving six laws and one resolution, give opinions on 13 other draft laws, and discuss important issues, related to the five-year socio- economic development plan for 2011-2015.

The draft laws to be submitted to the NA for approval at the next session had been revised at the previous sessions of the 12th NA. However, most of the 13th NA deputies have not yet grasped them thoroughly.

For that reason, related agencies need to raise their sense of responsibility for ensuring the progress and the quality of every programme or project before submitting them to the NA for consideration and approval.

The NA Office proposed renewing NA operations by shortening the time for presentation and group discussion as well as putting in place mechanisms for NA deputies to work effectively in the time between the two sessions.

In short, improving the efficiency of NA operations is what millions of voters require out of life.
