President Ho always told himself that “I try my best to do whatever is beneficial to the people,” and that “I try to avoid doing whatever is harmful to the people.” It is the talented leader’s art of education for cadres and Party members, which is simple, comprehensive and profound to master. It shows the great interest of a world cultural activist and a supreme leader who spared no effort to guarantee people’s well-being, freedom and happiness during his whole life.
This point of view has been reflected in reality to assess the political consciousness of cadres and Party members who are regarded as civil servants of the people. It is our disappointment that a large number of cadres and Party members seem to “forget” their responsibilities as civil servants as President Ho once taught them. Some show authoritarianism, superiority and rudeness while meeting with the people. In other cases, some abuse power to cause trouble, ask for bribes and misappropriate State property, resulting in public indignation and prolonged petitions.
Fortunately, the Party has realised this fact and has shown determination to rectify errors by launching a campaign to re-study President Ho’s sacred Testament and humane teachings in his articles and speeches, which provide the correct views on the role and invincible strength of the people, as well as encouraging the implementation of policies to reassure the people in the new context.
It is worth mentioning that in an article entitled Mass Mobilisation, published in The Truth newspaper on October 15, 1949, President Ho affirmed that:
“Our country is a democratic nation.
All the interests are for the people.
All the power belongs to the people.
Renewal and national construction is the responsibility of the people.
The resistance war and national construction is of the people.
The administration from the grassroots to central levels are elected by the people.
Mass organisations from the central to grassroots levels are established by the people.
In brief, all the power and forces belong to the people.”
From this point of view, the Party and State have developed policies to make full use of the people’s strength, considering the people as the roots. This is the theoretical and practical basis for the Party Central Committee to have adopted correct and timely guidelines towards the people, aimed at attentively listening to their opinions and aspirations, showing the role and leadership capacity of the ruling party, and ensuring the State apparatus at all level operates for the sake of a State of the people, for the people and by the people and towards the goal of a rich people, a strong country and an equitable, democratic and civilised society.
On April 5, 2007, Chairman of the National Assembly Nguyen Phu Trong signed an ordinance on the implementation of democratic regulations at the ward and communal level. This demonstrates that the people’s mastership right is asserted to promote the fair and transparent operation of State agencies at the grassroots level and to ensure the people’s legitimate interests and rights are fully exercised in reality. The implementation of the ordinance shows the Party and State’s respect for the people in line with President Ho’s teaching that is “In the sky there is nothing more precious than the people. In the world there is nothing stronger than the people’s unity”.
