The Hanoi Police’s Security and Investigation Agency on April 21 arrested Tran Khai Thanh Thuy on the charge of propagandising against Vietnam when she was caught distributing more than 30 articles with content opposing the Vietnamese Party and State. Thuy was found to be a close aide of Nguyen Van Dai and Le Thi Cong Nhan, who, in the game of lawyers, carried out activities in an attempt to overthrow the Vietnamese State.

Thuy was born in 1960 and lives in Duc Giang ward, Long Bien precinct of Hanoi. She was a teacher and reporter for several local organisations’ newspapers, but was sacked due to violations of professional ethics and principles. She felt discontented with the regime and supported law-breakers. She stockpiled and distributed material against the State, which was compiled by several political opportunists. On October 21, 2002, Thuy was caught red-handed while distributing 90 pages of reactionary material. 


Despite meetings with the police, Thuy proved to be a diehard. Aided and abetted by bad elements inside and outside the country, she wrote 190 articles, which mainly distorted the socio-political and economic situation and accused the country of democratic and human rights violations. 


By publishing these articles on the Internet, Thuy incited petitioners and instructed them in the way to carry out an uprising during the 14th APEC summit in Hanoi from November 18-19, 2006. Thuy and his aides planned an uprising on November 17 in an attempt to permanently end the communist regime, dissolve the Communist Party of Vietnam and change the name of the Socialist Republic of Vietnam.


Since September 2006, under Nguyen Van Dai’s instructions, Thuy had actively joined anti-communist forums on the Internet. She granted interviews to radios and newspapers run by reactionaries living in exile and foreign hostile forces, in which she accused Vietnam of suppressing democracy and called on the people to boycott the upcoming election of deputies to the 12th National Assembly on May 20, 2007.  


On March 11, 2007, Thuy phoned the Viet Tan Party and other reactionary organisations living in the US, calling on them to overthrow the communist regime. He asked these organisations to stage demonstrations in front of the Vietnamese Embassies abroad with the aim of bringing pressure to bear upon diplomats or even kidnapping them in exchange for release of several opponents who are being detained in the country.  


Thuy confessed that she had contacted and received instructions from several political opportunists in the country, particularly Nguyen Van Dai and Le Thi Cong Nhan. She joined several reactionary organisations such as Bloc 8406 established by Nguyen Van Ly, the Vietnam Independent Trade Union by Nguyen Khac Toan and the Human Rights Committee by Nguyen Van Dai. To build up reputation and get financial assistance, Thuy frequently contacted reactionary individuals and organisations living in the US as well as several western countries. According to initial statistics, Thuy had received US$12,350, AU$400 and Euro200 from these organisations. She campaigned to list petitioners from other localities in the so-called Vietnam Petitioners Society to get further finance for operation.


On December 15, 2006, 94 local residents made appeals asking law enforcement agencies to quickly put an end to Thuy’s acts of sabotage.
