Construction begins on 60,000-seat stadium meeting World Cup standards
VOV.VN -The Ministry of Public Security on October 19 broke ground on the 60,000-seat PVF Stadium, attended by Party General Secretary To Lam, Politburo and Secretariat members, and representatives of central agencies and northern Hung Yen province.

Located within the PVF (Promotion Fund of Vietnamese Football Talents) Youth Football Training Center in Nghia Tru Commune, Hung Yen rovince, the stadium project is invested by the Ministry of Public Security and constructed by Vinhomes JSC, a subsidiary of Vingroup.
Covering over 55,000 square meters, the stadium features four main stands-A, B, C and D, and professional zones including technical and security control rooms, a broadcast operations center, press and player areas, VIP sections, and food and service facilities. It also includes an 18-hectare outdoor plaza and parking complex. Designed to FIFA standards, the venue meets requirements to host World Cup matches and regional tournaments.
A standout feature of PVF Stadium is its massive retractable roof, which can fully open or close in just 12-20 minutes, technology applied for the first time in Vietnam. The roof system draws from the design and engineering of AT&T Stadium in the US, the world’s largest retractable-roof venue.
The roof uses advanced PTFE material that resists heat absorption, blocks UV rays, and reduces noise, helping maintain a cool, energy-efficient, and durable interior environment.
The pitch uses modular hybrid turf, combining natural grass and synthetic fibers, to enhance durability, drainage, and load capacity while enabling convenient maintenance. Each turf panel can be removed or replaced independently, allowing flexible use for both professional sports and major cultural or social events.

Within the international-standard architecture, the VIP area is meticulously designed with optimal lighting, acoustics, and sightlines, offering unprecedented comfort at any Vietnamese stadium. VIP rooms are equipped with air conditioning, panoramic balconies, high-resolution displays, lounge seating, premium catering, and private entrances ensuring exclusivity and convenience.
The facility also integrates large LED screens and an advanced sound and lighting system for live broadcasts, delivering a dynamic viewing experience for spectators.
With its forward-looking design and world-class technology, PVF Stadium will not only serve physical training and wellness for officers and soldiers of the People’s Public Security forces but also become a focal point for major national and international events, thereby promoting cultural, sports, and tourism exchanges and contributing to Vietnam’s socio-economic development and global standing.

Addressing the groundbreaking ceremony, General Luong Tam Quang, Politburo member and Minister of Public Security, said: “The construction of PVF Stadium is an important investment in infrastructure, materializing the Party and State’s strategic vision and the guidance of Party General Secretary To Lam on comprehensive human development and national strength.
It represents a key cultural and sports establishment that reflects the Ministry of Public Security’s vision for developing sports and realizing the aspiration for sustainable and comprehensive growth of the Public Security sports sector.
He noted that the stadium’s location was carefully selected at a strategic gateway with exceptional spatial potential and connectivity. “The facility will not only serve the Ministry of Public Security but also become a hub for sports, culture, and tourism, while meeting international standards for major events such as the ASIAD, Olympics, and World Cup,” he said.
In the future, the complex will expand into a multi-functional sports and recreation center featuring the main arena, training facilities, rehabilitation centers, and service and entertainment areas, providing public sports amenities and healthy playgrounds for all ages.
It will host elite competitions and encourage community participation in physical activities, contributing to the movement ‘Following President Ho Chi Minh’s example in physical training’ as part of daily life.
