The project focuses on training rural workers in the agricultural and non-agriculture sectors and cadres at the communal level and increasing the quality of vocational training in order to create more jobs, raise the incomes of rural workers and enhance labour and economic restructuring towards rural industrialisation and modernization.

In a speech, Deputy Prime Minister Nguyen Thien Nhan said that this biggest-ever project targets the highest number of rural workers over the longest time and is provided with the largest funding.

The project aims to provide vocational training for 1 million rural workers every year including 100,000 communal cadres.
