Vietnam’s administrative reform achievements in 2017

Vietnam recorded many encouraging results in administrative reform this year, with thousands of procedures eliminated or simplified to accord with international regulations. 

Prime Minister’s resolve for administrative reform

Since early 2017, the government has strongly boosted innovations, start-ups, and business development.

A number of government resolutions have been made to improve the business environment and speed up administrative reforms, according to Minister and Chairman of the Government Office Mai Tien Dung.

"Most administrive procedures have been streamlined, including customs and tax procedures. 50 government decrees made in 2017 have given businesses better investment opportunities. Formalities for accessing capital and land, and policies on human resources training have been reconsidered to address local difficulties and problems in starting businesses and licensing investments.", said Mr. Dung. 

This year 50 labor and social administration procedures were simplified, 670 investment and business conditions under the management of the Ministry of Industry and Trade were loosened, and 420 items were exempted from customs inspection.

Ministries and sectors have addressed problems stemming from changes to administrative procedures by publicizing telephone hotlines and establishing divisions in charge of receiving recommendations and complaints.

The government has launched new websites to connect with businesses and individuals to address their concerns.

"All ministries, sectors, government organizations, cadres, and businesses are subject to strict oversight by the people. Severe punishments will be melted out to violators.", noted Mr. Dung.

Improving public trust

Vietnam was ranked 89th out of 193 countries and territories in the e-government development index (EGDI) in 2016, up ten places from 2015, according to an e-government survey conducted by the United Nations. 

This was due to the Vietnamese government’s determination to boost reforms, especially of administrative procedures. 

These positive changes have improved public trust and contributed to the government’s effort to build an enabling and action-oriented government to serve people and enterprises.
