Vietnam to adopt a nationwide unified set of textbooks
VOV.VN - The Politburo has issued a Resolution on a breakthrough in educational development, putting an end to years of debate by mandating a single, unified set of textbooks for the entire country to replace the previous “one curriculum, multiple textbooks” model.

Under Resolution 71-NQ/TW dated August 22, 2025, the goal is to achieve uniformity and ensure free textbook provision to all students nationwide by 2030.
Vietnam earlier allowed “one curriculum, multiple textbook sets,” encouraging privatised textbook development and eliminating publishing monopolies. The model, first implemented in 2014, has resulted in three approved sets currently in use, generating confusion along with extra costs in selection and adoption.
Resolution 71 emphasises the need for the education sector to adopt modern, learner-centered approaches, fostering self-study, creativity, independent thinking, and problem-solving skills. It also calls for continued reform of testing and assessment to ensure accurate evaluation of learning and teaching outcomes, while implementing comprehensive measures to curb the widespread practice of extra classes and tutoring.
The Resolution is part of a broader strategy to create a modern, equitable, and high-quality education system. Ambitious targets include placing Vietnam among the top 20 education systems globally, raising standards across preschool and general education, modernising curricula and teaching methods to meet the demands of the new era.
Currently, there are three main sets of textbooks approved by the Ministry of Education and Training for use in schools. They are Kết nối tri thức với cuộc sống (Connecting knowledge to life), Chân trời sáng tạo (Creative horizon) and Cánh Diều (Kite).
The choice of textbooks would be decided by the schools and teachers based on their own research and assessment. Over the past years, Vietnam’s multi-textbook education policy has faced public anxiety and calls for a single-book system.
