Vietnam moves to build a global network of local AI experts

VOV.VN - The Ministry of Science and Technology (MOST) is building a global network of Vietnamese AI experts to attract and connect highly skilled artificial intelligence professionals at home and abroad, thereby strengthening the country’s strategic human resources for AI development and application.

The initiative stems from conclusions issued by the Central Steering Committee on science and technology development, innovation and digital transformation which tasked MOST with selecting and mobilizing 100 leading AI experts to participate in national flagship AI programmes.

The move has been identified as a key solution for developing high-quality talent amid intensifying global competition in artificial intelligence.

Beyond the initial quantitative target, the plan has since evolved into a long-term, foundational strategy. MOST has begun mapping and connecting Vietnamese AI specialists working at research institutes, universities and technology companies worldwide, initially identifying 306 high-level experts, according to the ministry.

Under the plan, the expert network will focus on four core areas. These include policy consultation for AI strategies and programmes; research and application to address major AI challenges faced by ministries, local authorities and businesses; AI talent training and development; and advisory support for designing and deploying AI platforms and systems across sectors.

Assessing Vietnam’s AI talent potential, Dao Ngoc Chien, Director of the National Foundation for Science and Technology Development (NAFOSTED), pointed out that Vietnam has more than 500 AI experts working at leading global research institutions, universities and technology firms. Effectively connecting and mobilising this pool is critical to strengthening the country’s innovation ecosystem, he said.

To carry out the task, MOST has assigned NAFOSTED to lead the development and operation of the global network of Vietnamese AI experts, while ensuring close integration with the Science and Technology Initiative Portal. Once effectively integrated and operated, the network is expected to provide technical advisory support, scientific peer review, international linkages, and close accompaniment for research groups and businesses as they refine and apply initiatives.

The establishment of the global network of Vietnamese AI experts is expected to create a “super knowledge force,” helping realise Vietnam’s goal of becoming one of the world’s top 30 countries in AI readiness by 2030, while reinforcing the country’s open mindset and global approach to mobilising intellectual resources in the digital era.

Resolution No.57: People should be put at centre of AI governance

The Law on Artificial Intelligence (AI) adopted by the 15th National Assembly at its 10th session not only establishes a legal framework for the research, development and application of AI in Vietnam, but also clearly reflects the country’s choice of a proactive and responsible approach to technology governance.
