The project aims to enhance the skills of Xuan Thuy National Park staff in working with local communities, direct the community in overall land-use planning and natural resource management at local levels (district and commune), and strengthen the capacity of the community in planning and implementation of conservation activities.

In recent years, due to the impact of afforestration and the development of intensive cultivation and seafood farming, much of the natural environment has lost and the lives of animal species have been affected.
