Typhoon Wipha nears northern coast between Hai Phong and Ninh Binh

VOV.VN - As of 7:00 a.m. on July 22, the center of Typhoon Wipha, the third storm to affect Vietnam this year, was located at approximately 20.2°N and 106.7°E, near the coastal area between northern Hai Phong and Ninh Binh provinces, according to the National Center for Hydro-Meteorological Forecasting.

Maximum sustained winds reached level 9 (75–88 km/h), with gusts up to level 12.
The typhoon is moving west-southwest at a speed of around 15 km/h.

By 7:00 p.m. on July 22, Wipha is forecast to make landfall between Hai Phong and Thanh Hoa, with winds at level 6, gusting to level 8.
By 7:00 a.m. on July 23, the system is expected to weaken into a tropical depression over upper Laos.

Police, military, militia forces, and other local units are maintaining a presence at high-risk areas, conducting frequent inspections of dike conditions, and reinforcing any sections showing signs of seepage or leakage.

Water has reached the foot of the dikes in some areas; however, the entire system of sea and river dikes remains intact, with no major incidents reported. On-site disaster response teams are on high alert and fully prepared to carry out emergency measures to ensure the safety of people and property in all scenarios.

Local disaster prevention authorities continue to advise residents to avoid coastal areas and dike systems, and to stay updated on official guidance from local administrations.

On the morning of July 22, Le Thanh Nhan, Chairman of the Kim Dong Commune People’s Committee in Ninh Binh province, told reporters that preparations for the typhoon had been thoroughly implemented in accordance with five official directives from the provincial authorities.

According to reports, it rained continuously through the night. Around 5:30 a.m., the rainfall intensified, accompanied by strong winds at level 6–7, with gusts above level 7.
Kim Dong Commune has deployed 24/7 monitoring teams, inspected vulnerable points, and mobilized forces to assist residents in securing their homes.

Officials have also reviewed households in low-lying areas at risk of flooding and prepared evacuation plans in case relocation becomes necessary.

In Thanh Hoa province, heavy rainfall and light winds were recorded during the night of July 21 and early morning of July 22 due to Typhoon Wipha.
By early morning, multiple sections of main roads in the province had already been flooded, causing disruptions to traffic and daily travel.

In coastal communes of Ninh Binh province, local authorities and residents are urgently carrying out response measures for Typhoon Wipha. Nguyen Van Long, Chairman of the Hai Thinh Commune People’s Committee, said that nearly 1,000 people, along with equipment, cranes, and trucks, had been mobilized and are fully prepared to respond to the typhoon.

The commune’s loudspeaker system has been regularly broadcasting warnings and safety guidance to help residents stay safe as the storm approaches landfall.

On the morning of July 22, Hanoi experienced cloudy skies and strong winds. However, data from automatic rain gauges showed that most areas recorded only light rainfall.
Except for a few locations such as My Duc and Hai Ba Trung, where rainfall exceeded 60mm, levels in most districts remained below 50mm.

Between 5:00 and 6:30 a.m., weather conditions in the city centre were cool and dry, offering favorable conditions for outdoor exercise.

However, strong gusts triggered by Typhoon Wipha uprooted several trees along Van Hanh Street in Viet Hung Ward and at Ngoc Thuy Park in Hanoi 
The fallen trees were all recently planted and had yet to develop firm root systems, leaving them vulnerable to the high winds.
