Two Vietnamese men prosecuted for cross-border fraud
VOV.VN - The Lam Dong Provincial Police announced on July 1 that they have launched a criminal investigation and issued indictments against two Vietnamese residents of Da Lat city for "fraudulent appropriation of property” targeting Vietnamese expatriates in Australia and the United States.
According to the initial investigation, Tran Phuoc Vinh, 25, and Truong Van Tho, 24, created four fake Facebook pages in May 2025 aimed at Vietnamese expatriates living in Australia and the United States, many of whom have limited access to local financial services but a high demand for loans.
After users left their personal information, Vinh and Tho impersonated bank employees, sending messages instructing victims to transfer money to intermediary accounts. Once the funds were received, they both cut off all communication.
Within just one month, they fraudulently obtained approximately VND1 billion (around US$40,000). Many victims later filed complaints through consular channels and social media platforms.
Earlier in June, the Cyber Security and High-Tech Crime Prevention Department, the Criminal Police Department, and the Police of Ward 8 of Da Lat City searched the residence of Vinh and Tho, seizing many related electronic devices.
Authorities also revealed that Tran Phuoc Vinh had a prior conviction in 2021 in Dak Nong for using telecommunications networks to commit fraud. He had only completed his prison sentence earlier this year. Just months after his release, he relocated to Da Lat, rented a full house in Ward 8, and resumed fraudulent activities.
