The Swiss Agency for Development and Cooperation (SDC) has provided aid to help the northern province of Nam Dinh implement its community management model (CMM).

The CMM is a process in which people learn how to build community-based groups (CBGs) and mobilize resources to plan, implement, monitor, and evaluate development projects, ensuring transparency and effectiveness in the local socio-economic development process.

This model also encourages local people to actively take part in promoting democracy at grassroots level.

The CMM in Nam Dinh province is being applied at an estimated total cost of nearly VND3 billion, of which VND1.7 billion has been funded by the SDC and the remainder is being mobilised by local residents.
