According to the National Hydro-Meteorological Forecasting Centre, at 7 a.m. on December 4, Typhoon Durian was centred 240 km off the central coastal provinces of Khanh Hoa and Ninh Thuan with winds gusting up to 133 km per hour.

It is forecast that in the next 24 hours, the typhoon will move west and south-west at an average speed of 15 km per hour. By noon on December 4, Typhoon Durian will directly strike the coastal central provinces stretching from Binh Dinh to Binh Thuan and move further to Khanh Hoa and Ninh Thuan in the evening.


In the next 24 to 48 hours, Yyphoon Durian will move further inland and weaken into a tropical storm in the southern region of Cambodia.


Due to the threat of typhoon Durian, Deputy Prime Minister Nguyen Sinh Hung signed, on December 3, an urgent telegram from the Prime Minister to relevant ministries, the people’s committees of coastal provinces and cities and the people’s committees of south-western and south-eastern provinces.


The official telegram requested that relevant provinces and cities quickly implement measures to deal with the typhoon. Central coastal provinces from Binh Dinh to Ba Ria-Vung Tau were urged to complete evacuating people by the morning of December 4, while south-western and south-eastern provinces had to finish the work by 6 p.m. of the same day.


The telegram also asked Ca Mau and Kien Giang provinces to ban fishing vessels from setting out to sea and call in all those fishing vessels currently operating offshore.
