Ms Hang said the Ministry of Labour, Invalids and Social Affairs (MoLISA) has devised a five-point programme to implement a variety of charitable activities from now till July 27, 2007.

The programme will focus on promoting education about the significance of the day, taking care of children of war invalids and martyrs and providing practical support and assistance such as building houses, donating saving books and sponsoring the children of those who rendered services to the nation.

Currently, the number of poor social beneficiary families makes up 6-7 percent of the total figure. The MoLISA will make greater efforts to minimise the rate on the 60^th anniversary of the War Invalids and Martyrs Day on July 27, 2007.

Accordingly, about 95 percent of social beneficiary families enjoy average incomes. Those who rendered great services to the nation will have new houses.

To realise the set targets, Minister Nguyen Thi Hang said the MoLISA has to take a “tripod approach”. First, through State policies, the ministry will mobilise many sources to provide assistance to social beneficiaries, such as healthcare and education services. Second, the MoLISA will also create more favourable conditions for them to improve their lives with their own efforts. Third, it is essential to encourage people nationwide to take part in “paying debts of gratitude” movements in order to provide both material and spiritual support to social beneficiaries. Once the “tripod approach” is established, the debts of gratitude programme will be in full swing.
