Prime Minister orders full completion of national data systems
Prime Minister Pham Minh Chinh has ordered all ministries, agencies and localities to complete their own data systems in 2025, ensuring they are accurate, comprehensive, clean, live, seamless and connected from the central to local levels.
Addressing the fourth online meeting of the Government’s Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 on September 24, PM Chinh, who is head of the committee, demanded acceleration and breakthroughs; proactive, effective, timely and concerted action; interoperable systems, secure information, and tangible benefits for citizens.
Relevant ministries and agencies must finalise a legal framework for science-technology, innovation, digital transformation and Project 06, with priority given to open, development-oriented and people-focused policies. This includes submitting eight bills to the National Assembly and drafting decrees to enact newly-issued laws.
The PM stressed the need for modern, unified, and shared infrastructure, particularly at commune, ward, and special-zone levels, with adequate personnel to drive digital transformation and a nationwide “digital literacy for all” campaign. He also called for 19 draft laws and seven resolutions on these areas to be submitted to the legislature for approval.
Major progress has been made, with key products launched, including three strategic priorities: AI platforms, 5G networks, and blockchain. A portal for science-technology, innovation, and digital transformation initiatives has been introduced, alongside a technology exchange. Three innovation networks in quantum technology, cybersecurity, and aerospace/unmanned aircraft have also been unveiled.
In August, Vietnam ranked among the world’s top 10 for internet speed, with 5G coverage reaching 26% of the population. The country’s first national data centre was launched, and a 3,900km land fiber-optic cable connecting five nations became operational.
The digital technology sector remains a growth engine, generating over VND3.2 quadrillion (US$123 billion) in revenue in the first eight months of 2025, a 28% year-on-year increase. Hardware and electronics exports reached US$111.4 billion, with the sector targeting nearly US$170 billion for the full year, contributing over 12% to national GDP.
Nationwide, 15 database platforms and applications, 18 platforms and utilities under Project 06, and 61 data-driven utilities have been deployed to support socio-economic development and social management. The “Digital Literacy for All” platform has trained 203,000 learners at 80% lower cost, while 373 healthcare facilities are piloting electronic medical records covering over 2.5 million patient files.
The government leader also assigned additional tasks to Electricity of Vietnam Group (EVN), ministries, agencies and localities to ensure steady progress.

The Government has issued Decree No. 249/2025/ND-CP, setting out mechanisms and policies to attract experts in the fields of science, technology, innovation and digital transformation.
