Presidential pardon marks a new beginning for inmates
VOV.VN - Amnesty is not an end but a new beginning, allowing each individual to close the chapter on their past, live honorably, and become a productive, responsible member of society, Deputy Prime Minister Nguyen Hoa Binh says.

The Ministry of Public Security held a ceremony to announce the 2025 amnesty decisions and issue certificates of amnesty (second phase) on the occasion of the 80th anniversary of the August Revolution and National Day (September 2), on the morning of September 1 at Phu Son 4 Prison in Thai Nguyen province.
Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh, Chairman of the 2025 Amnesty Advisory Council, presided over the ceremony.
According to the President’s decision, on the occasion of the 80th anniversary of the August Revolution and National Day, 14,020 prisoners, along with five individuals whose sentences had been suspended or deferred, were granted early release. At Phu Son 4 Prison alone, 435 inmates benefited from this humanitarian policy.
In his speech, Deputy Prime Minister Nguyen Hoa Binh emphasized that amnesty represents a special act of leniency from the Party and State, a gesture of legal clemency, as well as recognition for those who have genuinely strived to study, rehabilitate, and reform. Amnesty is not the end but a new beginning, enabling individuals to leave the past behind, live honorably, and become helpful citizens.
In the solemn yet warm atmosphere of the ceremony, as amnesty certificates were handed over, many inmates could not hide their emotions. For them, it was a moment to close the chapter on past mistakes and embark on a new journey.
On the same day, more than 600 inmates across northern Ninh Binh province received amnesty decisions from the President.
During this round, 46 inmates at three temporary detention centers under the Can Tho City Police also benefited from this leniency.
The amnesty on the occasion of National Day reaffirms the humane and merciful policy of the Party and State, encouraging those who have gone astray to commit to rehabilitation, while also promoting a spirit of humanity and respect for the law in society.
