PM Chinh orders urgent response to typhoon Kalmaegi and post-storm flooding

VOV.VN - On November 6, in response to the dangerous developments of typhoon Kalmaegi (typhoon No. 13), Prime Minister Pham Minh Chinh issued an official urgent telegram requesting ministries, sectors and central localities from Quang Tri to Khanh Hoa to urgently carry out response measures to protect lives and property.

According to the telegram, the typhoon is extremely strong, moving quickly at 30-35 km/h with a wide impact area. As it nears the coast, the typhoon is forecast to maintain wind levels 14-15 (150-183 km/h), with gusts up to level 17 (204-221 km/h), generating waves of 8-10 meters and causing storm surge and high tides that pose major risks to fishing vessels, aquaculture cages, coastal residential areas and low-lying areas.

The Prime Minister tasked the Ministry of National Defense, Ministry of Public Security, Ministry of Agriculture and Environment, Ministry of Construction, Ministry of Industry and Trade, Ministry of Health, Ministry of Education and Training, and related agencies to closely coordinate with local authorities to protect communities, vessels, reservoirs and communication networks.

Deputy Prime Minister Tran Hong Ha has been assigned to directly supervise operations at the forward command post to promptly handle emergency situations as the typhoon makes landfall.

According to the National Center for Hydro-Meteorological Forecasting, the typhoon is expected to come ashore in the Quang Ngai-Dak Lak area tonight and weaken thereafter.

From the afternoon of November 6, coastal provinces from Quang Tri to Khanh Hoa will face strong winds of level 9-12 (75-133 km/h), with areas near the typhoon’s center reaching level 13-15 (134-183 km/h) and gusts above level 17 (≈202-221 km/h); waves may reach up to 10 meters, with violent sea conditions.

Rainfall is expected to range from 200-400 mm in Da Nang city and Dak Lak province, with some areas exceeding 600 mm, while Khanh Hoa and Lam Dong are forecast to see 150-300 mm.

Relevant disaster response agencies warn of urban flooding, flash floods and landslides in mountainous areas, and storm surge impacts in coastal lowlands.

The Government chief called on the entire political system, armed forces and citizens to fully apply the “four-on-the-spot approach”- on-site command, on-site forces, on-site resources and on-site logistics- to maximize protection of human life.

At noon on November 6, Deputy Prime Minister Tran Hong Ha, Standing Deputy Head of the National Civil Defence Steering Committee, chaired a meeting at the forward command post with affected provinces and cities.

Assessments show that the typhoon is likely to remain strong as it moves into Quang Ngai and Gia Lai provinces, with very high risks of destructive winds, heavy rainfall, storm surge, flooding and landslides. Local response scenarios have been fully activated.

More than 61,400 fishing vessels have been contacted and guided to safe shelter, with none remaining in dangerous waters. Mooring arrangements have been largely finalized.

Six provinces and cities from Da Nang to Lam Dong have issued bans on going to sea. Localities are urgently relocating residents from high-risk areas, with planned evacuations totaling more than 126,000 households in Quang Ngai, Gia Lai and Khanh Hoa. Food, drinking water and medical supplies have been prepared for evacuees.

Deputy PM Tran Hong Ha asked provinces reinforce forces and equipment in vulnerable areas and prioritize search and rescue capacity, especially in zones prone to isolation. Protecting human life remains the highest priority.

He also instructed provincial authorities to develop response plans for heavy rainfall, landslides and flash floods, and to regulate water discharge at hydropower reservoirs, with chairpersons of provincial People’s Committees responsible for determining discharge timing and placing flood safety above all other considerations.

Earlier, the Deputy PM inspected storm-sheltering facilities for fishing vessels in Quy Nhon ward in Gia Lai province.
