Typhoon Prapiroon struck the Chinese province of Guangxi on August 3 and weakened into a tropical low depression, but still had a heavy impact on Hai Phong and Quang Ninh coasts.

According to the National Hydro-Meteorological Forecasting Centre, by 4am on August 4, the storm was moving in the northeastern direction, about 230km from Quang Ninh province, with wind gusts weakening to category 10. The typhoon caused rough seas in the Bac Bo (Tonkin) Gulf and heavy downpours in the northern region and Thanh Hoa province, and is expected to trigger flash floods and landslides in the mountainous areas.

In a telegram on August 3, Deputy Prime Minister Nguyen Sinh Hung asked coastal provinces from Quang Ninh to Thanh Hoa to keep a close watch on the developments of the typhoon and take measures to safeguard people’s lives and property. Localities were also asked to relocate local people to safe areas if necessary.

He asked the National Committee on Research and Rescue to co-ordinate with the Borderguard Command and relevant agencies to gather fishing and tourist boats at storm shelters, while preparing to deal with rescue work in case of emergency.

The Ministry of Defence was requested to co-ordinate with coastal provinces to mobilise forces to protect the dyke embankment systems, while the Ministry of Public Security was tasked to ensure social order and safety in the storm-hit areas.

The same day, the National Steering Committee for Flood and Storm Prevention and Control asked coastal provinces to closely monitor the typhoon for potential threats, particularly on the weekend.
