New governance model yields positive outcomes after one month in operation

VOV.VN - After one month of implementing the two-tier local government model, many localities across Vietnam have swiftly restructured their administrative systems, stabilised operations, and improved public services, showing early effectiveness and gaining public support despite some remaining challenges.

In Hanoi, the organisational restructuring has been closely linked with efforts in digital transformation and delegation of power, improving administrative efficiency. Early issues such as lack of official seals, insufficient personnel, and delayed issuance of internal regulations have been resolved. As of now, 100% of communes and wards have stabilized their structures and are fully capable of receiving and processing administrative procedures.

A key highlight in Hanoi is the reform of administrative procedures, supported by over 200 volunteer lawyers providing free legal advice at public service centres. The iHanoi portal and 1022 hotline have proven effective, receiving thousands of citizen feedbacks and addressing them promptly.

“Previously, for some administrative procedures that couldn’t be handled at the ward or commune level, I had to travel to the city for resolution. Now, I can simply visit the ward-level public service centre and have everything processed on the spot, which saves considerable time, effort, and travel expenses. Moreover, the staff here are always courteous and provide thorough guidance," said Nguyen Van Bau Khuong Dinh ward.

In Hung Yen province, all communes and wards have stabilised operations within the first month. The Hoa Tien Commune Public Administrative Service Centre has received nearly 400 applications, with most processed on time or ahead of schedule. The locality has promoted online application submission and established support teams for the elderly and those unfamiliar with digital platforms.

"We have strengthened communication efforts to help residents become familiar with and proactively submit their documents online. At the same time, we have set up a dedicated support team at the one-stop service counter to assist citizens especially the elderly and those less familiar with digital technologies," said Nguyen Ngoc Dung, deputy director of the Hoa Tien Commune Public Administrative Service Centre.

In Da Nang City, early results of the two-tier model are positive. Communes like Hiep Duc, Que Phuoc, Song Kon, and Ha Nha have handled hundreds of administrative cases each in the first month, with a high rate of on-time processing and no backlogs. People appreciated the professional, courteous service provided by commune-level officials. Several communes successfully issued land use rights certificates in record time, boosting public trust.

However, many communes still face challenges related to inadequate IT infrastructure, unstable electricity and internet connections, and a lack of office equipment. In addition, the current administrative process lacks flexibility, as staff at one-stop service centres are only authorised to receive applications but cannot evaluate or approve them on-site.

To improve the effectiveness of this model, Da Nang needs to continue investing in infrastructure, synchronising data systems, and streamlining processing procedures. These steps will empower grassroots-level governments to better fulfill their role in serving the public.

In Ho Chi Minh City, the municipal administration has completed the restructuring of administrative units, streamlined the organisational apparatus, and assigned civil servants to their respective roles across agencies and units. Commune-level Public Administrative Service Centres have begun operating smoothly, effectively serving the local population.

However, the new model still faces initial challenges. Some localities are struggling to apply new regulations; commune-level officials and civil servants who were reassigned have not yet updated their knowledge and skills; and some offices do not yet meet necessary working conditions.

In addition, the National Public Service Portal has not been fully integrated with sectoral databases, affecting the resolution of certain interconnected administrative procedures, particularly in civil status matters.

The city is continuing to refine its organisational structure in preparation for Party congresses at all levels for the 2025–2030 term, while addressing issues arising from the administrative restructuring process and reviewing the conversion of citizen documents on a no-fee basis.

At the same time, Ho Chi Minh City is launching a campaign titled “100 Days of Streamlined – Strong – Efficient – Effective Operations” in the lead-up to the first Party Congress of Ho Chi Minh City and the 14th National Party Congress. The city reaffirms its determination to improve the effectiveness of the two-tier government model, implementing it methodically and comprehensively, with the ultimate goal of better serving citizens and businesses.
