The project aims to fulfil the requirements set out in the Politburo’s recent Conclusion on continuing the comprehensive and fundamental reform of education and training.

MoET Deputy Minister Pham Ngoc Thuong emphasized at a meeting of the compiling board of the scheme on April 10, that speaking and learning foreign languages, especially English, can be viewed as a crucial tool for deeper integration with the wider world.

He noted that the draft outlines six levels for schools to use English as a second language, alongside the native Vietnamese, with the overall goal of making it widely and regularly used in communication, study, research, and work, thereby gradually becoming the second language in schools.

The scheme outlines specific targets for integrating English as a second language across all education levels. By 2035, all eligible preschools will introduce English, targeting 100% coverage of children aged three to five, extending to all preschoolers, including nursery and kindergarten, by 2045.

Ahead to 2035, students from grades one to 12 will follow an English-as-a-second-language curriculum at levels one, two, and three, with all schools offering advanced levels four, five, and six by 2045. All universities will also adopt levels four, five, and six, while all vocational training establishments will integrate career-focused English courses into their curriculum.

By 2030, Vietnam aims to complete the building of English curriculum within the continuing education system to meet growing public demand.

The Political Bureau of the Communist Party of Vietnam has urged educational institutions to focus on improving students' foreign language abilities, with the goal of gradually making English the second language in schools.
