All 12th graders will begin sitting their graduation exams on May 30. The Ministry of Education and Training (MoET) will mobilise nearly 6,000 inspectors to work at all exam councils across the country to prevent negative phenomena and ensure its success.

Negative phenomena in exams and the pursuit of overachievements in the education sector have caused a great waste of time, money and energy of school students, their parents, teachers and the entire society. Strict inspection of exams is considered one of the effective measures the Ministry of Education and Training has been taking to curb these negative phenomena.


Tran Ba Giao, deputy chief inspector of the ministry, talked about the measure during an interview to VOVNews report Chu Mien.

 

VOVNews: The MoET launched a campaign against exam fraud in the 2006-2007 academic year. What do you think we should do to make the campaign effective and practical?

Mr Giao: Negative phenomena in exams and the pursuit of overachievements in the education sector are among pressing social issues of public concern. To crack down on the phenomena, the education sector has launched the campaign “Saying No to negative phenomena in exams and the pursuit of overachievement in education” with the aim of changing the awareness of graders, their parents and teachers. The ministry organised a meeting with the directors of Departments of Education and Training of all 64 cities and provinces across the country who then signed a letter of determination to combat negative phenomena in the sector.


We have applied six specific measures. First of all, we enhanced information dissemination to change the awareness about honest studies and teaching among teachers, students and their parents.


Second, we built exam modules suitable for all forms of education by renewing exam and testing systems and the appraisal of students’ study records and applying information technology advances to ensure fair and correct results.


Third, we built criteria for emulation movements to make them more feasible and practical. Accordingly, we do not set targets, but schools must conduct surveys, appraise and set targets themselves.


Fourth, we have to intensify inspection, particularly in localities which recently showed signs of negative phenomena in examinations, to rectify and deal with wrongdoings.


Fifth, the implementation of democratic regulations is encouraged to gather and analyse opinions and recommendations from teachers, students and the public to make appropriate adjustments.


Last but not least, the education sector is coordinating with socio-political organisations to garner their support for the fight against negative phenomena in examinations.

 

VOVNews: For the first time, the MOET decided to apply the model of multiple-choice tests in the coming upper secondary school graduation exams. What will the ministry do to ensure the success of the exams?

Mr Giao: Nearly 6,000 inspectors selected from universities and colleges will be mobilised to supervise the exams at all exam councils across the country. The work is estimated to cost more than VND10 billion.


Since its launch 10 months ago, the campaign has made a great impact on local administrations, mass organisations as well as educators, teachers, students and their parents. Recently, a MOET delegation of inspectors worked with several provinces in the central region and found that the campaign has won strong support from their leadership. For example, the Secretary of Thua Thien-Hue province asked the provincial Department of Education and Training to scrutinize the exams. Accordingly, all examinees will sit for exams in Hue city instead of in districts or communes.


In addition, the MOET will ask all supervisors to sign commitments to strictly abiding by exam regulations to prevent negative phenomena. Supervisors will be disciplined or even sacked if they pass key to tests to examinees or help examinees do the tests. Criminal proceedings may be taken against organisations and individuals that show signs of bribery, revenge or false accusation for supervisors.
