The Government has decided to provide VND50 billion for central localities which were hit by Typhoon Xangsane, Deputy Prime Minister Nguyen Sinh Hung said on October 2.

The Deputy PM told a meeting of the Steering Committee for Storm and Flood Control in the central city of Da Nang that under a PM decision, Da Nang will be given VND20 billion; Thua Thien-Hue and Quang Nam provinces, VND10 billion each, Quang Ngai province, VND5 billion; Quang Tri province, VND3 billion; and the central highlands province of Kon Tum, VND 2 billion .


Deputy PM Hung asked the natural disaster-stricken localities to quickly help local people  stabilise their lives, and give priority to restoring the healthcare, school, transport and communications systems.


The same day, Prime Minister Nguyen Tan Dung signed a decision to provide 1,500 tonnes of rice from the national reserves for three central localities which were hardest hit by Typhoon Xangsane.

Under the decision, Da Nang City and Quang Nam and Thua Thien-Hue provinces, will receive 500 tonnes each.

 

*** The President and General Secretary of the Vietnam Red Cross led a delegation to visit poor families in the city of Da Nang and the provinces of Quang Tri, Thua Thien-Hue and Quang Nam.

The delegation pledged to donate VND80 million and 600 boxes of goods, valued at VND 300,000 each, to poor families hit by the typhoon in the above-said localities.


*** Ho Chi Minh City leaders extended condolences and sent VND2 billion as an urgent relief for four central localities including Da Nang City, Quang Nam, Quang Tri and Thua Thien-Hue provinces which received VND500 million each.5

Many agencies and social organisations in Ho Chi Minh City are launching campaigns to collect money, rice and clothes for the victims of the typhoon.


**** The central province of Thanh Hoa sent VND400 million in aid relief for typhoon-stricken city and provinces, including Da Nang City, and Thua Thien Hue and Quang Nam provinces, VND100 million each; and Quang Ngai and Quang Tri provinces, VND50 million each.

The Communist Party of Vietnam's Central Committee Office raised over VND20 million for Xangsane victims.


**** The Ministry of Defence gave support to hardest-hit localities, Da Nang City, and Thua Thien Hue and Quang Nam provinces, VND500 million; Quang Binh, Quang Tri and Quang Ngai provinces, VND300 million each; and Ha Tinh and Binh Dinh provinces, VND100 million each. The ministry will grant each dead victims’ household VND5 million.


**** The Bank for Investment and Development of Vietnam (BIDV) has raised VND900 million from its staff's income and salary fund to support victims of the typhoon Xangsane.
Of the figure, the central city of Da Nang will be granted VND350 million; central Quang Nam province, VND250 million; and central Thua Thien-Hue province, VND150 million, to help victims overcome the aftermaths of the typhoon.

In addition, the bank provided VND5 million to each family which has a member killed by the typhoon.

 

Infrastructure starting to recover

*** At 7 am on October 2 Vietnam Airlines resumed all domestic flights that were cancelled due to Typhoon Xangsane, including the flights to Da Nang city and Thua Thien-Hue province, which were the epicentre of the most violent typhoon that had hit Vietnam in decades.

The national flag carrier has asked its entire sales network to operate full blast in service of clients and launched additional flights immediately in order to clear the congestion of passengers from cancelled flights.

 

*** By noon on October 2, the trans-national railway route had returned to operation.

The Railway Corporation estimated the typhoon damaged at VND5.8 billion.

Traffic in typhoon-hit areas resumed on a large scale while 730 fishing vessels in southern Bac Lieu province that went ashore from typhoon Xangsane are going out to sea, said the provincial Steering Committee for Floods and Storm Prevention and Control.

However, all pupils in central Da Nang city have remained at home and many are likely to stay out of school until the end of the week.

 

Typhoon inflicts great losses on central region

Typhoon Xangsane that struck Vietnam's central region early on October 1 killed at least 16 people, injured 198 and left tens of thousands of people homeless while causing  losses estimated at trillions of VND, according to the National Steering Committee for Flood and Storm Prevention and Control.

Nearly 200 ships sank or went missing, including 107 from Thua-Thien Hue, 60 from Quang Nam, and 12 from Quang Ngai.

The typhoon also inundated 819 ha of aquaculture ponds and over 9,000 ha of rice and food crops.
Tens of kilometres of irrigation cannels, sea dykes and roads were also damaged.

The steering boards for flood and storm control and rescue in at the typhoon-hit areas are exerting all out efforts to overcome the aftermath of the disaster.
