Flood-affected households in Dak Lak receive safe houses with ADB support

VOV.VN - Safe houses were handed over to flood-affected households Dak Lak province, Vietnam's Central Highlands on April 16 under a programme supported by the Asian Development Bank (ADB), with the participation of relevant agencies.

Under a US$2 million emergency assistance package funded by ADB, local authorities coordinated with relevant agencies to support the repair and reconstruction of homes for 305 households severely affected by storms and flooding in November 2025. In Dong Hoa Ward, 19 families benefited from the programme.

The newly built houses feature reinforced concrete frames and corrugated iron roofs, with floor areas ranging from 44 to 48 square metres, providing safe and durable living conditions.

Speaking at the ceremony, Nguyen Van Tien, Deputy Director of the Department of Dike Management and Disaster Prevention and Control, emphasized that: “The historic floods in November 2025 caused severe losses of life and property in Dak Lak Province. With decisive direction from the Government, the involvement of the entire political system, and timely support from international partners, especially ADB, we have helped communities gradually stabilize their lives. Today’s completion and handover of safe houses is not only materially meaningful but also an important source of encouragement, helping residents restore livelihoods and strengthen resilience to future natural disasters.

Susan Lim, Head of ADB’s Country Operations in Vietnam, said: “Today’s handover of safe houses demonstrates what can be achieved through strong government leadership and close partnerships.

“Together with the Government of Vietnam, ADB is supporting communities to recover from natural disasters and build a safer, more resilient future. ADB is proud to stand alongside the Government and remains committed to helping Vietnam strengthen resilience to increasing climate risks,” she noted.

The floods triggered by Typhoon No. 13 (Kalmaegi) and prolonged heavy rains in November 2025 were among the largest in decades in the province, surpassing the historic 1993 flood. In some areas, flood levels exceeded 1 meter.

The exceptionally heavy and prolonged rainfall, coupled with steep terrain, caused almost all water in the western area to flow downstream. This, combined with strong easterly wind disturbances, high tides, and the operation of hydroelectric dams releasing water, resulted in exceptionally severe flooding in eastern communes and wards of the province.

In terms of housing, 653 homes were destroyed or swept away and require reconstruction, while 1,050 were severely damaged and need repair. More than 105,000 houses were inundated. Total estimated losses exceed VND 9,600 billion.

In response to the call from the Ministry of Agriculture and Environment for assistance in overcoming the consequences of the storm and floods, many international organizations have provided support to help people recover from the disaster and quickly stabilize their lives.

In particular, the Asian Development Bank (ADB), one of the Disaster Risk Reduction Partners, quickly activated an emergency international aid package of US$2 million to support people in affected areas in recovering from the disaster and rebuilding their lives.
