During the congress, an executive board was elected and regulations for the association were approved for the first term of office (2009-2013).

Speaking at the event, Permanent Vice Minister of Industry and Commerce, Bui Xuan Khu, pledged to create favourable conditions for the association, aiming towards the foundation of the Vietnam Petroleum Union in the near future.

In its first term of office, the association will focus on consulting for the Vietnam National Petroleum Corporation, building the national energy policy, and a strategy for the petroleum industry in the 2011-2015.
