The event was attended by Former Vietnamese Vice President Truong My Hoa, Vietnamese Ambassador to Laos Ta Minh Chau, Vice Head of the Committee for Overseas Vietnamese Affairs Tran Duc Man, representatives of Vietnamese agencies in Laos and Vice chairman of the Lao National Construction Front Sayanhanh Vongsak. 

The congress approved the regulations of the federation, the congress’s resolutions and an action plan for the 2009-2013 period. 

Participants agreed on a list of the federation’s 17-member executive board and elected Hoang Dieu, an overseas Vietnamese businessman as chairman of the federation. 
The congress called on all overseas Vietnamese in Laos to actively contribute to maintaining and developing the traditional friendship and comprehensive cooperation between the two countries.
