In recent years, Party and State policies on nationality and religious affairs and the Government’s Poverty reduction Programme 134 and 135 have brought practical advantages to Khmer ethnic minorities in Soc Trang.
Under Programme 135, 14 infrastructure development projects have been carried out, 247,500 books have been donated to Khmer pupils, and around 1,335 households have gained access to clean water. In the near future, My Tu district will coordinate with relevant sectors to help ethnic Khmer people boost productions activities by implementing price subsidy measures.
In addition, Programme 135 has provided more than 900 poor households in Vinh Chau, Lac Hoa, Vinh Hai and Vinh Tan with onion seeds and breeding cows. 196 compassionate houses have been built for poor Kinh and Chinese people who are in need of accommodation. In particular, due attention is being given to activities of transferring production technology to Khmer people. The total cost for production activities in Soc Trang has amounted to more than VND2 billion so far.
In recent years, relevant authorities have organized 179 short training courses for 7,000 Khmer farmers. The courses focused on technical and technological transfers and applications for planting safe vegetables, mushrooms, sugar canes and fruit, and raising fish, shrimp, pigs, cows and goats. These methods have helped increase production efficiency, improve living standards and reduce poverty in Khmer ethnic minority people.
In the 2006-2007 academic year, Soc Trang had a total enrolment of 67,993 Khmer pupils, including 6,057 nursery pupils, 40,319 primary school pupils, 16,564 junior secondary school pupils and 5,053 secondary school pupils. The province sent 509 students to study at universities and colleges in the 2002-2006 period. It built five ethnic minority boarding schools, including one provincial school and four district schools in My Xuyen, My Tu, Vinh Chau and Long Phu, with around 1,584 students. The province will build two other schools in Thanh Tri and Ke Sach.
PaLi Continuation School was established in 1994 to teach Viet, Khmer and Pali languages for Bonzes. The school has trained 673 Bonze students; 285 of them have graduated. The province has created favourable conditions for the school to develop. It has provided VND19.335 billion to improve and expand the school and is investing VND6.5 billion to build a canteen. The province also gives each student monthly allowance of VND280,000.
