Cybersecurity at the heart of Vietnam’s digital trust strategy in new era

VOV.VN - With the spirit of “Rising with the nation in the new era,” Vietnam’s National Cybersecurity Association (NCA) is gradually affirming its role in shaping, connecting, and leading efforts to safeguard the country’s cyberspace.

This assessment was made by General Luong Tam Quang, Minister of Public Security and Chairman of the National Cybersecurity Association, at the association’s mid-year review conference held on July 15.

The Minister hailed the association’s proactive, resolute, and innovative spirit during the first half of 2025, and praised the joint efforts of its leadership, members, and partner units for contributing to its overall success. These efforts have helped raise the association’s profile and standing within Vietnam’s national cybersecurity ecosystem.

General Luong Tam Quang emphasized that in the second half of the year and beyond, the association must continue to professionalize operations, embrace innovative thinking, and take the initiative in shaping a comprehensive, humane, and sustainable cybersecurity ecosystem. The progress made in the first six months provides a solid foundation for the NCA to continue advancing in step with the nation’s path toward integration, digital transformation, and sustainable development.

The year 2025 marks a pivotal juncture for Vietnam, as institutional reform, digital transformation, and international integration are being accelerated at an unprecedented pace. Cyberspace has become essential infrastructure for all aspects of national life. At the same time, the rapid development of technology presents new and complex cybersecurity challenges, including organized attacks, personal data breaches, and information manipulation. Amid this dynamic landscape, the NCA has taken a pioneering role in fostering a safe digital environment and contributing to the firm defence of national digital sovereignty.

Following the directives of the Party, the State, and the Ministry of Public Security, the association has carried out key tasks with determination over the first half of 2025. Its activities have been well-organized, professionally executed, and positively recognized by the cybersecurity community and partners for both their technical quality and public communication effectiveness.

The NCA has actively contributed feedback on critical legal documents, most notably the draft Law on Personal Data Protection, an important and groundbreaking piece of legislation passed by the 15th National Assembly at its 9th session on June 26, 2025, set to take effect on January 1, 2026.

The association is also proactively engaged in reviewing and commenting on the draft Cybersecurity Law of 2025, which aims to merge the 2015 Law on Network Information Security and the 2018 Cybersecurity Law to create a unified, comprehensive legal framework suited to Vietnam’s digital transformation context.

In parallel, the association has launched several strategic initiatives. A highlight is the nCademy online learning platform, Vietnam’s first digital academy for cybersecurity and digital transformation, which aims to raise awareness, build skills, and develop high-quality human resources. The association also officially launched Vietnam Cybersecurity Journal, a specialized publication designed to connect experts, businesses, and regulatory bodies. Additionally, its regular “Media Roundtable” series has become a forum for professional dialogue, helping to raise public awareness about cybersecurity issues.

These achievements demonstrate the determined and flexible leadership of the association’s executive board, the dedication of its members, and the strong support of specialized agencies. Together, they form a solid foundation for the NCA to move forward with greater momentum in the next phase.

At the conference, the NCA announced the establishment of its Southern Chapter-an important strategic move with a view to expanding the association’s reach and deepening its presence in Vietnam’s southern key economic region, which is home to many tech enterprises, industrial zones, and major data centers.

The Southern Chapter will serve as a hub for implementing technical activities, connecting members, organizing conferences, training, and communications, while also promoting cooperation among government agencies, businesses, and experts in the cybersecurity field. This is a concrete step toward building a comprehensive cybersecurity ecosystem that connects central and local levels in the shared mission of safeguarding national digital sovereignty.

As part of the event, the NCA officially launched the Vietnam Cybersecurity Journal, the association’s official media outlet, accessible at: https://tcanninhmang.vn. The journal is tasked with disseminating the Party’s and State’s policies and laws on cybersecurity, covering current issues, issuing risk alerts, and sharing expert knowledge in the field of cyberspace protection. It aims to serve as an authoritative and trusted information platform connecting the expert community, businesses, and the public.

With a vision to become a specialized forum for cybersecurity and digital transformation, the journal is actively promoting research and development, encouraging innovation, and sharing lessons learned and success stories. It is currently receiving strong technical, operational, and infrastructure support from the VNPT Group.
