Permanent Deputy Prime Minister Nguyen Sinh Hung on September 29 went to the central region to direct local preparations for storm No. 6 – internationally named Xangsane. Typhoon Xangsane brought fierce winds and rains after hitting central provinces on the night of September 28.

*** Central provinces held urgent meetings to devise measures for coping with the typhoon. At the moment, border guard forces are cooperating with the fisheries sector to inform and call on fishing boats to return to the mainland or find safe shelters. Approximately 3,000 fishing boats of Binh Dinh province and more than 100 others of Quang Ngai provinces have reported their docking in safe shelters.


*** The Da Nang municipal People’s Committee also held an urgent meeting to discuss how to respond to Typhoon Xangsane. Nearly 500 coracles and small fishing boats of Man Thai, Tho Quang and Phuoc My precincts and 1,500 boats anchoring along the Han River have moved to safe ground. The Da Nang City has spent VND60 million on the evacuation work.


*** According to the Quang Ngai Steering Committee on Flood Control and Rescue Research, nearly 1,000 fishing boats and 4,670 fishermen anchored safely on September 28 evening. The provincial border guards reported that 51 fishing boats were sheltering in Truong Sa archipelago and the rest were either on the way back or seeking to shelter in Hoang Sa and Trung Sa archipelagoes.

Colonel Nguyen Thanh Phuong from the Quang Ngai Border Guard said they will try to summon all boats to come to shore and actively prepare measures to evacuate people from the dangerous coastal areas of Binh Chau and Nghia An, respectively in Binh Son and Tu Nghia districts.


*** The same day, borderguards in central Quang Nam contacted nearly 949 ships and boats and guided them to safe shelters. The military and borderguards forces are preparing nearly 30 high-speed ships to cope with emergencies when the storm strikes the central coast. Authorities in Hoi An town were asked to protect 46 ancient houses and prepare for evacuation f residents from the ancient streets. Chairman of the Hoi An Town’s  People’s Committee Le Van Giang said there is a plan afoot to evacuate hundreds of houses and foreign tourists in Cam An and Cua Dai coastal areas to safe locations .


In the mainland, local authorities are deploying forces to evacuate people living in landslide and flash flood prone areas. They are also instructing local residents to protect houses and museums, and schools.


*** In the central coastal province of Quang Binh, Binh Dinh, Thua Thien Hue, and Quang Tri local authorities are calling for concerted efforts to reinforce river and sea dykes.


Local military forces are pub on alert around the clock to cope with emergencies.

In central provinces, the departments of transportation, post, electricity, agriculture and fishery have devised preventative measures against the typhoon. The greatest concern is that thousands of ships and fishermen have been somewhere out at sea.


*** Prime Minister Nguyen Tan Dung urged ministries and agencies to take drastic and urgent measures to minimise human and property losses which may be caused by Typhoon Xangsane.


At a meeting with representatives of relevant ministries and agencies in Hanoi on September 28, PM Dung asked the media, especially Vietnam Television (VTV) and Radio the Voice of Vietnam (VOV), to regularly update information on the typhoon development.


The Central Steering Committee for Storm and Flood Control was urged to closely coordinate with functional ministries and local authorities to map out prevention options and make national relief such as lifebuoys, motor-boats, food and medicine available for the people.
