Bac Ninh issues emergency declaration as floods erode key dykes
VOV.VN - Authorities in northern Bac Ninh province have declared an emergency situation in response to 27 dyke-related incidents due to floods triggered by Typhoon Matmo.

Over the past days, prolonged heavy rain and exceptionally high floodwaters on major rivers have severely affected critical dyke systems across the province. The total length of the reported incidents exceeds 12.8 km, spanning key dyke lines including Ta Thuong, Huu Thuong, Ta Cau, Huu Cau, Huu Ca Lo, and several secondary embankments. Some sections have exhibited signs of overtopping, seepage, and slope failure, posing a serious threat to local livelihoods and safety.
The Chairman of the Bac Ninh provincial People’s Committee ordered local authorities to implement the “four on-the-spot” principle (mobilising manpower, materials, equipment, and leadership locally) to promptly reinforce vulnerable areas and address the incidents.
The province required raising embankment height, constructing reverse filtration layers at bubbling sites, backfilling landslide zones, and sealing cracks. Completed sluices and revetments must continue to be closely monitored.
The provincial Department of Construction, the Military Command, and the Police Department were assigned to provide technical assistance to affected areas. Initial funding will be sourced from the province’s Disaster Prevention Fund.
In the longer term, relevant agencies were required to conduct surveys and assessments to develop solutions for stabilising and ensuring the safety of the entire dyke and irrigation system.
