Vietnamese, Cambodian PMs hold talks during Tan Nam-Meun Chey international border gate in
VOV.VN - Vietnamese Prime Minister Pham Minh Chinh and his Cambodian counterpart Hun Manet on December 8 held talks on the sidelines of the joint inauguration of the Tan Nam (Tay Ninh province, Vietnam) – Meun Chey (Prey Veng province, Cambodia) international border gate to review the achievements of bilateral cooperation to date and discuss measures to further boost ties.
In a cordial atmosphere, PM Chinh congratulated Hun Manet on his achievements over more than two years of leading the Cambodian Government, expressing confidence that Cambodia will continue to achieve significant milestones. He conveyed greetings and best wishes from Party General Secretary To Lam and key Vietnamese leaders to King Norodom Sihamoni, President of the Cambodian People’s Party, Senate President Hun Sen, Prime Minister Hun Manet, and other Cambodian leaders.
Appreciating the warm regards from PM Pham Minh Chinh and Vietnamese leaders, PM Hun Manet hailed Vietnam’s development achievements under the leadership of the Communist Party of Vietnam (CPV) headed by General Secretary To Lam, and wished the 14th Congress of the CPV great success. He also extended his heartfelt sympathy to the Vietnamese people for the recent severe losses in lives and property caused by floods in central and southern provinces.
Reflecting on 2025, both leaders noted that over the past year, their governments had effectively implemented the conclusions of the “Two Party, Three Party” meeting (February 2025), proactively and efficiently coordinating cooperation plans, yielding substantial results. Political and diplomatic relations have been consistently strengthened.
Bilateral cooperation mechanisms continued to be carried out effectively, including the 13th Conference on Cooperation and Development of Border Provinces (November 27-29). Defence and security cooperation has become increasingly substantive, with trilateral meetings of the Defence Ministers of Cambodia, Laos, and Vietnam enhancing ties. Policy dialogues, defence exchanges, and ministerial meetings have further consolidated relations.
Economic, trade, and investment cooperation has grown strongly. Bilateral trade reached US$10.4 billion over the past 11 months of 2025, up 12.7% from the same period in 2024, and is expected to hit US$12 billion for the full year.
Vietnam is Cambodia’s third-largest global trading partner and the largest within ASEAN, while Vietnam ranks as Cambodia’s second-largest foreign investor and Cambodia is Vietnam’s fifth-largest foreign investment destination.
Progress in border and territorial cooperation reflects the goodwill and determination of both sides to maintain a peaceful, friendly, stable, and cooperative border. Education, training, healthcare, culture, tourism, and people-to-people exchanges have been actively promoted.
The two PMs recognized the significance of inaugurating the Tan Nam-Meun Chey international border gate in enhancing economic, trade, and people-to-people connectivity and reaffirmed their commitment to continue improving the border gate system, upgrading cross-border transportation infrastructure, and driving regional economic development.
Alongside these positive outcomes, both leaders emphasized the need for close coordination in managing border security and order, preventing cross-border crime, smuggling, and illegal activities, while swiftly signing the “Border Gate Management Agreement” and the “Border Management Regulation Agreement” to facilitate border trade and management in line with development goals for both countries in the new period.
Building on achievements and with high determination, both sides pledged to strengthen bilateral relations, focusing on high-level contacts, exchanges across all levels and channels, and fully realizing existing cooperation mechanisms. They reaffirmed consistent defence and security cooperation, ensuring that hostile forces cannot exploit either country’s territory against the other; maintaining border security and order; preventing cross-border crimes and online scams; and jointly countering distorted narratives, disinformation, and acts intended to undermine or divide Vietnam-Cambodia relations.
They agreed to focus on breakthrough economic cooperation and deeper integration between the two economies, including digital economy development, infrastructure connectivity, and institutional and regulatory coordination, particularly in trade, investment, transport, culture, and tourism.
They pledged to accelerate transportation and logistics connectivity, develop border gates and trade infrastructure, and strive to raise bilateral trade to US$20 billion in the near future.
To preserve and nurture the historical value of bilateral relations, both leaders highlighted the importance of promoting the tradition of solidarity and friendship between Vietnam and Cambodia among all levels of society, especially the younger generation, while increasing people-to-people exchanges through innovative approaches. PM Chinh confirmed Vietnam’s readiness to support Cambodia in enhancing human resource quality and expanding scholarship opportunities.
Both PMs stressed the importance of maintaining a peaceful, stable, cooperative, and sustainably developed border, pledging to continue jointly addressing arising issues, including sustainable environmental protection in border areas. They also committed to completing demarcation and marking of the remaining 16% of the border, managing land and maritime borders with mutual understanding, respect, and in accordance with international law.
On this occasion, PM Pham Minh Chinh also urged Cambodia to continue dealing with the legal status of Vietnamese-origin citizens in Cambodia to ensure stable lives as a positive contribution to Cambodia’s prosperity and the friendship between the two nations.
Regarding tensions along the Cambodia-Thailand border, PM Chinh affirmed that Vietnam remains attentive to the situation and will continue contributing to peaceful solutions, calling on both Thailand and Cambodia to exercise restraint, engage in dialogue, respect each other’s legitimate interests, and adhere to peace agreements. Vietnam values and supports all efforts to resolve disputes peacefully, he said while emphasizing that long-term stability is the best measure for both Cambodia and Thailand, for ASEAN solidarity, and for ensuring a peaceful, stable, cooperative, and development-oriented environment in the region and the world.
