Vietnam wants Japan to provide new generation ODA

VOV.VN - National Assembly (NA) Chairman Tran Thanh Man has expressed hope that Tokai Kisaburo, chairperson of the Policy Research Council, Liberal Democratic Party (LDP), and Member of the House Representative of Japan, will support and promote the Japanese Government to provide new generation of official development assistance (ODA) to Vietnam with high incentives and simple and flexible procedures.

NA Chairman Man made the statement whilst hosting a reception for Kisaburo on August 1 in Hanoi.

On behalf of the leaders of the Party, State, and people of Vietnam, the top Vietnamese legislator showed sincere thanks to the Japanese leaders for offering condolences and paying their respects to the departed Party General Secretary Nguyen Phu Trong.

This gesture served to express the affection and respect of the Government, Prime Minister, and people of Japan for General Secretary Trong and the Vietnam - Japan Comprehensive Strategic Partnership.

NA Chairman Man assessed that the mutual relationship is at its best when political trust continues to be consolidated and delegation exchanges regularly held at all levels focusing on economics, trade, and investment.

Bilateral co-operation in economics, trade, investment, labour, education, and training has been proved more substantive and effective, while cross-cultural and people-to-people exchanges are also increasingly being strengthened.

The NA leader hailed the important role of Tokai, as well as the LDP's Policy Research Council, in formulating important socio-economic policies.

As part of efforts to promote diplomatic ties more substantially and effectively, NA Chairman Man suggested continuing to intensify the exchange of high-level and all levels delegations, increase exchanges between parliamentarians, especially young female parliamentarians, and strengthen the exchanges of legislative experience between the two countries.

Regarding economic linkages, the Japanese sides continues to support the nation in industrialisation, modernisation, economic independence and autonomy, and deep international integration, thereby improving the investment environment whilst expediting the resolution of difficulties in ODA and FDI collaboration between the two nations.

The top Vietnamese legislator hopes that Tokai will support and urge the Japanese Government to provide new generation ODA to Vietnam with high incentives and both simple and flexible procedures. Indeed, there should be a specific focus on large-scale strategic infrastructure development projects such as urban and high-speed railways.

This is in addition to promoting investment and technology transfer of Japanese enterprises, supporting Vietnamese enterprises’ engagement more deeply in the global value chain of Japanese partners, and considering opening the market to Vietnamese fruits.

He outlined his hope that Tokai will support and urge the Japanese Government to simplify procedures and move towards visa exemptions for Vietnamese people entering Japan to further facilitate people-to-people exchanges.

Regarding education and training, the NA Chairman proposed that Japan continue to support Vietnam in training strategic-level officials and leaders; boost cooperation in student exchanges between the two countries by increasing the number of scholarships for Vietnamese students to go to Japan.

Concerning cooperation in a number of new areas, Man suggested the two countries should pay attention to and ramp up cooperation in green transformation, digital transformation, emission reduction, energy transformation, continue to promote more cooperation programs and new projects within the framework of the Asia Zero Emission Community (AZEC) Initiative, support Vietnam in achieving the goal of training 50,000 semiconductor engineers by 2030.

He also voiced his hope that the two sides would strengthen coordination, share stances, and cooperate on regional and international issues of shared concern, including the East Sea issue.

Tokai Kisaburo, for his part, extended his deepest condolences to the Party, State and people of Vietnam over the passing of General Secretary Nguyen Phu Trong.

He expressed his confidence that under the leadership of NA Chairman Tran Thanh Man, the Vietnamese NA will develop further, and the relationship between the two legislatures will continue to be strengthened in the time ahead.

According to Tokai, this Vietnam visit is of great significance as in 2023, the two countries celebrated the 50th anniversary of their diplomatic ties. In November 2023, the two countries upgraded their relationship to a Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World.

The purpose of the visit is to strengthen cooperation between the two countries in education - training, science – technology, and innovation.

The Japanese official agreed with the proposals put forth by NA Chairman Tran Thanh Man on strengthening the relationship between the two countries, especially cooperation in human resource exchange, especially among young and female parliamentarians. He also hoped that the Vietnamese legislature would continue to build a transparent legal corridor, improve the investment and business environment, simplify administrative procedures, and create favorable conditions for Japanese firms to invest and do business in Vietnam.
