Vietnam urges early signing and ratification of Hanoi Convention

VOV.VN - The first meeting of the Ad Hoc Committee to elaborate the Rules of Procedure for the implementation of the United Nations Convention against Cybercrime, also known as the Hanoi Convention, was held from January 26 to 30 in Vienna, Austria.

This was the Committee’s first session since the Convention was opened for signature in Hanoi on October 25-26, 2025.

During the meeting, the Committee focused on discussing the draft Rules of Procedure of the Conference of the States Parties to the Hanoi Convention, to ensure the Convention can be implemented effectively once it enters into force.

Vu Le Thai Hoang, Ambassador and Permanent Representative of Vietnam to the United Nations and other international organisations in Vienna (Austria), led an inter-agency Vietnamese delegation comprising representatives from the Ministry of Foreign Affairs and the Ministry of Public Security, and made substantive contributions to the Committee’s discussions.

Addressing the meeting, Ambassador Vu Le Thai Hoang affirmed that Vietnam consistently upholds the spirit of cooperation and consensus throughout the process of developing and implementing the Convention. He stressed that a clear, robust and consensus-based set of operating rules would provide an essential foundation to ensure that the Conference of the States Parties operates in an effective, transparent and credible manner once the Convention takes effect.

The ambassador called on delegations to engage in discussions in a constructive and flexible spirit in order to facilitate the early adoption of the Rules of Procedure, thereby laying a solid basis for the Convention’s implementation in the period ahead.

At the same time, Vietnam urged countries that have not yet signed or ratified the Convention to complete the necessary procedures as soon as possible, enabling the Convention to enter into force promptly and bring practical benefits to the international community in combating cybercrime.

Vietnam itself is actively finalizing  domestic procedures and has committed to ratifying the Convention at an early date.

Within the framework of the meeting, on January 26 Vietnam co-hosted a roundtable discussion on promoting universalisation and effective implementation of the UN Convention against Cybercrime” together with the Inter-Parliamentary Union (IPU), the International Criminal Police Organization (INTERPOL) and the UN Office on Drugs and Crime (UNODC).

In his opening remarks at the event, Ambassador Vu Le Thai Hoang noted that following the milestone of the Convention’s signing in Hanoi in October 2025, the priority now is to ensure that the Convention becomes an effective instrument in practice. He underlined that the key issue lies not only in signing and ratifying the Convention, but in ensuring its practical implementation through the improvement of national legal frameworks, the strengthening of institutional capacity and sustained international cooperation.

Vietnam welcomed the complementary roles played by organisations and agencies such as the IPU, INTERPOL and UNODC, ranging from legislative support and law enforcement cooperation to international coordination and capacity building.

The ambassador reaffirmed Vietnam’s readiness to contribute actively to the international community’s joint efforts to accelerate  the universalisation and effective implementation of the Convention, particularly through initiatives to enhance technical assistance and capacity building for developing countries.

The event drew broad participation from country delegations, law enforcement and judicial agencies, and relevant partners, providing an open forum for exchanges, strengthening connections and boosting  multilateral cooperation, thereby helping the United Nations Convention against Cybercrime move more quickly toward becoming an effective global instrument in the fight against cybercrime.
