A Russian appeal court's recent decision to uphold a verdict by a Saint Petersburg court to free all defendants accused of killing Vietnamese student Vu Anh Tuan has caused disappointment and discontentment for the bereaved family in particular and Vietnamese people in general, said Deputy Foreign Minister Nguyen Phu Binh.

The Deputy FM met with Russian Ambassador to Vietnam, V. Serafimov, on March 7 to exchange views on the decision of the Russian appeal court regarding the killing of Vu Anh Tuan, a student of the St. Petersburg State Technological University, in October 2004.

Mr Binh demanded that relevant Russian agencies continue conducting investigations, quickly find the culprits and bring them to trial in a strict and fair manner in order to properly punish the criminals and stop similar crimes from occurring.

He requested that the Russian Government take all necessary measures to ensure security for foreigners, including Vietnamese nationals who are currently living in Russia.

Ambassador Serafimov affirmed that the case has not ended, and Russian legal agencies will continue taking necessary measures to bring the criminals to justice as Russian Foreign Minister C. Lavrov had said in a letter addressed to Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem.

The ambassador said Russian leaders, including President Putin, have taken drastic measures to ensure security for foreigners including Vietnamese nationals who are living legally in Russia.
