Vietnam pushes consensus ahead of WTO Ministerial Conference

VOV.VN - Ambassador Mai Phan Dung, Permanent Representative of Vietnam to the United Nations in Geneva together with Minister Counsellor Pham Quang Huy and officials of the Vietnamese delegation, attended the first regular meeting of 2026 at the headquarters of the World Trade Organization in Geneva.

The meeting took place as the multilateral trading system faces a range of challenges and negotiations among members remain marked by differences. It was therefore seen as an important opportunity to discuss and finalize substantive documents to be submitted to the 14th WTO Ministerial Conference (MC14), scheduled to take place from March 26 to March 29 in Yaoundé, Cameroon.

Amid differing views among WTO members on several key issues, the Vietnamese delegation actively took part in discussions and delivered constructive interventions on three major topics. The statements not only set out Vietnam’s positions but also highlighted its role in encouraging dialogue and calling on members to strengthen cooperation to safeguard and strengthen the rules-based multilateral trading system.

On WTO reform, Vietnam said that although the current draft texts may not fully meet the expectations of all parties, they reflect the results of extensive consultations. Submitting these documents to MC14 for ministers to consider and provide further direction is therefore necessary.

Vietnam also underlined the importance of preserving policy space for members, particularly in the context of green and digital transitions, while calling for the full and effective restoration of the WTO dispute settlement system, a key pillar of the multilateral trading system.

Regarding negotiations on fisheries subsidies, the country  expressed pride in being among the members that contributed to the entry into force of the Fisheries Subsidies Agreement on September 15, 2025.

Looking forward to the second phase of negotiations, Vietnam supports the development of a comprehensive agreement aimed at preventing overfishing and promoting the sustainable management of global fishery resources.

In agriculture, particularly in relation to food security, the nation supported the adoption of a ministerial declaration at MC14 to maintain momentum for negotiations on agricultural reform. The ultimate objective is to deliver practical benefits for farmers while helping ensure global food security in the face of new challenges.

Throughout the discussions, the Vietnamese delegation conveyed the message that all WTO members should demonstrate the political will and flexibility needed to achieve meaningful outcomes at the upcoming MC14 meeting in Yaoundé.

Vietnam’s proactive participation and constructive contributions at the WTO General Council meeting further reaffirm its role as an open economy that firmly supports multilateralism and actively protects the legitimate interests of developing countries within the global trading system.
