At the meeting, PM Chinh congratulated Laos and Cambodia on their comprehensive and significant achievements in recent years.
In a friendly and open atmosphere, the three leaders discussed areas of common cooperation as well as regional and international issues of shared concern. They acknowledged that all three countries are striving to overcome challenges in security, politics, and socio-economic development amid global and regional uncertainties. They noted that relations among Vietnam, Cambodia, and Laos have continued to develop in a practical and substantive manner.
They agreed that Vietnam-Cambodia-Laos relations have maintained strong political trust and close coordination across all areas. High-level exchanges have been frequent, cooperation mechanisms have proven effective, and defence–security collaboration has become more cohesive and substantial.
The three leaders emphasized that in the current global and regional context, preserving and promoting the traditional solidarity among Vietnam, Cambodia, and Laos is more essential than ever. They agreed to maintain regular exchanges and contacts at various levels and through different channels, starting with upcoming meetings among the three ministers of national defence, public security, and foreign affairs.
They also underscored the importance of promoting communication on the achievements and historical significance of their solidarity, friendship, and mutual sacrifices, while fostering exchanges among young leaders, parliamentarians, youth, and the peoples of the three nations.
The PMs consented to strengthen cooperation in digital economy and e-government development. PM Chinh shared Vietnam’s experience in building a digital citizenship system based on electronic identification to facilitate public access to services.
They also concurred to enhance co-operation in combating transnational crimes, ensuring friendly and stable borderlines, expediting border demarcation and marker planting, and promptly preventing hostile forces from undermining trilateral relations, especially in cyberspace.

The leaders highlighted the need to boost transport connectivity, border-area development, and economic, trade, investment, and financial cooperation to create new momentum for growth. They reaffirmed the shared goal of raising bilateral trade between Vietnam and Cambodia to US$20 billion and between Vietnam and Laos to US$5 billion in the near future.
The three Government leaders also agreed to continue mutual consultation on regional and international issues of shared interest and to coordinate preparations for upcoming major events in each country.
PM Hun Manet appreciated and thanked Vietnam, Laos, as well as ASEAN member states, particularly Malaysia as ASEAN Chair 2025, and the United States for their support in facilitating the ceasefire monitoring mechanism between Cambodia and Thailand. He stressed that this achievement underscores ASEAN’s central role.
The Vietnamese cabinet leader expressed appreciation to Cambodia and Laos for sending high-ranking delegations and armed forces to join Vietnam’s grand parade marking the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 – April 30, 2025) and the 80th National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025), as well as for attending the Signing Ceremony of the UN Convention against Cybercrime (Hanoi Convention) on October 25. He affirmed that the participation of the three countries’ leaders in each other’s major national events demonstrates the enduring solidarity and close bonds among the three nations.
On this occasion, PM Chinh thanked and called on the governments of Cambodia and Laos to continue supporting and facilitating stable lives and social integration for ethnic Vietnamese communities in their respective countries, enabling them to actively contribute to the development of both host nations and to the friendship among the three countries.
