Vietnam, France pledge stronger cooperation across key aspects
VOV.VN - Prime Minister Pham Minh Chinh and his French counterpart Francois Bayrou pledged to strengthen political trust and expand cooperation in defence, trade, technology, and infrastructure under the countries’ comprehensive strategic partnership during their talks in Paris on June 10 after the former's participation in the 3rd United Nations Ocean Conference (UNOC 3) in Nice.

During the talks, PM Bayrou thanked Vietnam for its presence and positive contributions at UNOC 3, highlighting the initiatives and 15 voluntary commitments presented by the Vietnamese delegation. He noted that following French President Emmanuel Macron’s recent state visit to Vietnam, PM Chinh’s ongoing visit clearly demonstrates the substantive and effective progress in bilateral relations.
Congratulating France on its successful organisation of UNOC 3, the Vietnamese cabinet leader reiterated Vietnam’s strong support for the host’s role and voice in bolstering international cooperation and improving the management, conservation and sustainable use of seas and oceans.
On bilateral ties, he affirmed that France remains a key partner in Vietnam’s foreign policy with Europe and the European Union in particular. His visit, he added, signifies Vietnam’s strong commitment to translating the Vietnam–France Comprehensive Strategic Partnership into concrete results.
PM Chinh also briefed his host on Vietnam’s recent development achievements and its efforts to realise two centennial goals of becoming an upper-middle-income country with a modern industrial base by 2030, and a developed, high-income socialist country by 2045.
He stressed that with that determination, cooperation between the two countries holds great potential, especially in areas where France has strengths and Vietnam has demand such as aerospace, urban transport, nuclear energy and advanced manufacturing. These, he said, could serve as levers for Vietnam’s development strategy and investment attraction in the new era.
PM Bayrou expressed admiration for Vietnam’s socio-economic achievements and its growing international profile. He reaffirmed his nation’s commitment to stepping up cooperation with Vietnam in both traditional fields and emerging areas, in line with their comprehensive strategic partnership.
Given the rapidly evolving global political and economic landscape, the French leader stressed the need for closer coordination to make responsible contributions to peace, stability and development regionally and globally.
In this spirit, the two leaders agreed to closely coordinate and effectively carry out outcomes from high-level visits. They accentuated the importance of enhancing political trust through more frequent exchanges at all levels, especially high-level meetings, via all available channels, while exploring new cooperation mechanisms to deepen specialized partnerships.
They highlighted defence and security cooperation as a key pillar of bilateral ties.

In economic, trade and investment relations, the two leaders expressed a shared resolve to promote trade liberalisation, expand market access, reduce reliance on third parties, and contribute to stabilising global supply chains.
PM Chinh called on France to promptly ratify the EU–Vietnam Investment Protection Agreement (EVIPA) and to work with Vietnam to fully implement and tap the potential of the EU–Vietnam Free Trade Agreement (EVFTA). He also invited French investors to collaborate with Vietnamese partners in developing strategic industries and services with strong spillover effects, including automobiles and logistics.
The two leaders also consented to work closely on six key measures to advance bilateral ties. These include strengthening political trust; deepening defence and security cooperation; advancing economic, trade and investment ties in a practical, effective, equitable and sustainable manner; making science and technology a new pillar of cooperation, particularly in space science and nuclear energy; expanding collaboration on strategic infrastructure; and revitalising traditional areas of cooperation.
They also pledged to boost cooperation in culture, education and training, tourism, health, and people-to-people exchange. PM Chinh thanked the French Government for its support for the Vietnamese community in France and called for continued efforts to help them integrate and contribute to both host-country development and bilateral friendship.
Both sides exchanged views on regional and international issues of shared concern, while reaffirming a common stance on international solidarity, joint efforts to tackle global challenges, peaceful dispute resolution, and respect for international law.
On the East Sea issue, both sides underscored the importance of maintaining peace, stability, security, and freedom of navigation and aviation in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They stressed that disputes must be resolved peacefully, with no use or threat of force.
On this occasion, PM Chinh invited the French side to send a high-level delegation to attend the signing ceremony of the United Nations Convention against Cybercrime, which Vietnam will host in Hanoi in October 2025. He also formally invited PM Bayrou to pay an official visit to Vietnam at an early date, and the invitation was graciously accepted.
At the end of the talks, the two leaders witnessed the signing and exchange of a memorandum of understanding between the Vietnam Academy of Science and Technology and the French Alternative Energies and Atomic Energy Commission, as well as a tripartite cooperation agreement between the Department of Geology and Minerals of Vietnam, France’s Bureau of Geological and Mining Research (BRGM), and the French Development Agency (AFD) on sustainable mineral resource management and enhancing geological knowledge for the energy transition.
