Vietnam expects broader co-operation with Shanghai in innovation, infrastructure, and trade

VOV.VN - Prime Minister Pham Minh Chinh affirmed that Vietnam greatly values and promotes cooperation at all levels from central ministries to localities with their Chinese counterparts, including Shanghai at his meeting with Chen Jining, Secretary of the Shanghai Municipal Party Committee on June 26.

Congratulating the Shanghai Party Committee, authorities, and people on their achievements in socio-economic development, PM Chinh praised the city's leading role in China’s modernization, scientific and technological innovation, and implementation of reform policies.

He outlined Vietnam’s key development orientations, including local-level administrative reform, national strategies on science, technology, and innovation, digital transformation, international integration, streamlining of the political system, and promoting the private sector as a driver of growth in the new era.

Recognizing Shanghai’s successful development model and broad cooperation potential, PM Chinh suggested that the city step up exchanges with Vietnamese localities, particularly Ho Chi Minh City. He called for deeper, result-oriented co-operation in trade, investment, and strategic development, especially in areas where Shanghai has strengths and Vietnam has demands, such as transport infrastructure, smart and green cities, and innovation.

He also expressed interest in sharing experience on issues such as developing the state-owned sector, building international financial centers and free trade zones, and dealing with urban challenges like environmental pollution and traffic congestion.

PM Chinh encouraged Shanghai to further open its market to Vietnamese goods, facilitate Vietnamese businesses’ participation in its international trade and tourism promotion events, and bolster cooperation in tourism, culture, sports, and training. He also called for more scholarships for Vietnamese students to pursue studies at leading universities in Shanghai. Vietnam, he affirmed, welcomes and stands ready to support Shanghai enterprises investing in the country.

For his part, Chen Jining welcomed the positive momentum in China–Vietnam ties and noted the productive cooperation between Shanghai and various Vietnamese localities. In 2024, bilateral trade between Shanghai and Vietnam topped US$18.6 billion, with remarkable progress in investment, science and technology, education and training, tourism, and people-to-people exchanges.

He affirmed Shanghai’s commitment to working closely with Vietnamese ministries and localities to realize the common perceptions reached by Party General Secretary and President of China Xi Jinping and Party General Secretary To Lam, as well as PM Chinh’s proposals.

Chen laid stress on the need to intensify delegation exchanges and deepen cooperation in complementary areas such as digital transformation, artificial intelligence, semiconductors, smart cities, and high-quality human resource training. He also highlighted the value of stronger ties in culture, education, and tourism to help advance the comprehensive strategic cooperative partnership between the two countries.

Drawing on Shanghai’s strategic development experience, Chen shared key policies and practices in modern urban governance, environmental management, and building international financial hubs and free trade zones. He affirmed that Shanghai stands ready to continue sharing its experience and supporting Vietnam in these fields.
