Vietnam calls on efforts to build sustainable, resilient and inclusive economy

VOV.VN - APPF member states must support and supervise Governments' implementation of international commitments aimed at building a green and circular economy for a more sustainable, resilient, and inclusive economy.

This statement was made during National Assembly (NA) Chairman Vuong Dinh Hue at the 29th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF-29), which was held virtually by the NA of the Republic of Korea (RoK) on December 14,

The event underlined the role of parliaments in terms of strengthening post-COVID-19 resilience and co-operation as a means of ensuring peace, security, and economic recovery after the pandemic.

During the function, the top Vietnamese legislator delivered two important speeches at both the first and second plenary sessions on political and security issues, as well as digital economic development in the region.

As part of his opening remarks, RoK President Moon Jea-in emphasized that parliaments play a vital role in promoting policies which aim to bring countries back to normal.

Speaking during the first plenary session on political and security issues after the opening ceremony, NA Chairman Hue affirmed that the Vietnamese legislature continues to be an active member of both the APPF and many other multilateral parliamentary forums. Indeed, it will work closely with parliaments of countries in a bid to promote co-operation towards building an Asia-Pacific region of peace, stability, resilience, and prosperity.

He therefore proposed six co-operation contents, with a specific focusing on enhancing parliamentary action and monitoring the implementation of policies of APPF member governments as a means of maintaining peace, stability, and security in the region and the wider world. This should be done whilst promoting multilateral co-operation to prevent risks of conflict, fostering dialogues, and building trust, whilst also refraining from unilateral actions and complying with international law.

He called on APPF member parliaments to enhance co-operation in order to ensure peace, stability, and rule of law in seas and oceans, including transforming the East Sea into an area of peace, friendship, and co-operation, whilst maintaining  security, safety, and freedom of navigation and aviation in the waters.

According to NA Chairman Hue, APPF member parliaments should actively call on the wider international community, parliaments of countries, and governments to increase the effectiveness of co-operation in responding to the COVID-19 pandemic. This should serve to narrow the gap in equitable access to vaccine sources, along with preventing and solving traditional and non-traditional security problems.

He also suggested expanding inter-parliamentary collaboration to cover other non-traditional security issues, including climate change; promoting people-centered and people-oriented co-operation by ensuring human security elements; and increasing the participation of parliaments. This contributes to help them making and monitoring the implementation of policies as part of a human-centered approach to ensure equity and social equality.

The Vietnamese NA leader also emphasized greater efforts to co-operate and help each other in the prevention and control of the COVID-19 pandemic as this is a decisive condition for global economic recovery.

In a recorded speech at the second session of the APPF-29 via video conference on the same day, NA Chairman Vuong Dinh Hue praised the Asia-Pacific region, with the Asia-Pacific Economic Cooperation (APEC) forum at the core, for taking the lead in ensuring a free, open, non-discriminatory and transparent trade and investment environment; strengthening economic and supply chain connectivity; promoting cooperation in digital economy and innovation; and reforming structure to create the driving force for economic recovery as well as sustainable and inclusive development.

He agreed with the APPF-29’s economic and trade agenda, saying that they demonstrate member parliaments’ determination to step up cooperation and accelerate sustainable economic recovery following the pandemic.

He highlighted Vietnam’s consistent policy of optimising the human factor, considering people the centre, the subject and the most important resource and target in socio-economic development till 2030, as well as in the fight against the pandemic.

Vietnam regards digital economy and e-commerce as one of the driving forces and priorities in its growth recovery and COVID-19 adaptation policies along with with green, circular, sustainable and eco-friendly growth.

Hue suggested APPF member parliaments continue revamping legal framework and national institutions, enhance the sharing of law building and supervision experience in e-commerce in line with relevant national laws and policies and international commitments.

He called on them to adopte mutual recognition agreements on vaccination when necessary, cooperate in the production and sharing of vaccines and medicines, facilitate travelling among nations, ensure smooth supply chains and enhance economic connectivity, particularly digital connectivity.
