Vietnam supports all foundations, principals and targets of the Universal Periodic Review (UPR) proposed by the President of the UN Human Rights Council, said Ambassador Vu Dung.

Mr Dung, Vietnam’s permanent representative to the United Nations (UN), the World Trade Organisation (WTO) and other international organisations, made the statement at the second Intergovernmental Working Group session on the Review of the Human Rights Council in Geneva on February 17.

The Vietnamese diplomat said that Vietnam agreed to all proposals in time for universal periodic review, so that other countries can have more time to implement their commitments.

He stressed that UPR should focus on the implementations of commitments and newly-emerging issues in human rights

Ambassador Dung also emphasised the need for specific documents on UPR adopted by the UN Human Rights Council, as well as an effective and transparent disbursement and management of funds.

He affirmed that UPR helped strengthen mutual understanding among countries and map out plans for them to implement in both immediate and long-term periods.

Mr Dung expressed his belief that cooperation and constructive negotiation are effective tools of the Council. Despite some differences, countries work closely together on the basis of mutual understanding and respect.

During the session, the Vietnamese representative backed the speeches of the Association and Southeast Asia Nation (ASEAN) and Non-Aligned Movement (NAM).
