Ambassador Le Luong Minh, head of Vietnam's permanent mission to the United Nations, affirmed Vietnam's support for UN peacekeeping operations and shared common concern to ensure the success of missions and the safety of peacekeeping personnel.

Ambassador Minh delivered a statement at the Special Committee on Peacekeeping Operation in New York on February 27.

He said that over the past years Vietnam has been working with the Department of Peacekeeping Operations in preparing for the country’s participation when conditions are ripe.


The Permanent Representative of Vietnam stressed that for their credibility and effectiveness, peacekeeping operations should strictly observe the purposes and principles enshrined in the Charter of the United Nations, that peacekeeping operations must be subject to the consent of the parties concerned, that force must not be used except in self defense and that respect must be maintained according to the principles of impartiality, political sovereignty, independence and territorial integrity of states and no-intervention in matters that are within their domestic jurisdiction.


Ambassador Minh said: " In the face of increased peacekeeping operations in recent years and new challenges arising from this situation, we share the common view that it is necessary to improve the United Nations’ capability for better peacekeeping operations with a view to achieving the key objectives outlined in the reform agenda presented to the Special Committee in its last session, namely: ensuring the success of missions; enhancing the safety and security of personnel; improving the accountability and effective management of resources; increasing qualified peacekeeping capability; and, ensuring proper conduct and discipline. In this connection, we welcome and highly appreciate the Secretary General’s endeavours towards this end."


He went on to say that the process of improving the capability of United Nations peacekeeping operations is long-term and multi-dimensional and thus requires the exploitation of expertise and resources from member states and regional organisations."


The Vietnamese diplomat also stressed the importance of continued interaction and coordination between the United Nations and troop-contributing countries, adding that this would help narrow different opinions and bring about appropriate and feasible solutions.
