Vietnam acknowledges the joint efforts of the Government of Iraq, the Development Fund for Iraq (DFI) and the International Advisory and Monitoring Board (IAMB) in implementing relevant Security Council Resolutions.

The statement was made by Ambassador Bui The Giang, Vietnamese Deputy Representative to the United Nations Security Council (UNSC) at the council’s debate on the operations of the DFI and IAMB in New York on August 27.

“We emphasize the need for the full implementation of the recommendations by the IAMB, especially the repeated one regarding frozen Iraqi assets held abroad, and to fully address the findings and recommendations contained in audit reports,” Mr Giang said.

He also underlined the growing need for the DFI to ensure stronger governance and greater respect for Iraq’s ownership in the exercise of related activities and functions with a view to ensuring that all resources from the DFI are transparently, efficiently and effectively utilized in the best interests of Iraq and its people.
The Vietnamese diplomat recognised the intensified efforts by the Committee of Financial Experts of Iraq (COFE) to coordinate with the IAMB and engage related Iraqi authorities in the conduct of its work as well as to prepare for a smooth takeover of related responsibilities from IAMB on schedule.

Ambassador Giang noted that as the mandates of the IAMB and DFI will complete later this year, the UNSC should consider a proper succession mechanism and process regarding future mandates of the IAMB, DFI and COFE at an appropriate time, thereby contributing further to the course of national socio-economic reconstruction and international reintegration of Iraq.
