UNODC-Vietnam cooperation marks milestone at historic Convention signing

VOV.VN - Ambassador Vu Le Thai Hoang, Permanent Representative of Vietnam to the United Nations and other international organisations in Vienna (Austria) recently held a farewell meeting with Ghada Waly as she concluded her tenure as Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Director-General of the UN Office in Vienna.

Expressing thanks to UNODC and Waly personally for their contributions to the close and effective cooperation between Vietnam and UNODC, Ambassador Vu Le Thai Hoang noted that this represents a model of successful cooperation between a UN agency and a member state. This was clearly demonstrated by the success of the UN Convention against Cybercrime signing ceremony held in Hanoi in late October 2025. He emphasized that the event marked a historic milestone in the international community’s efforts to establish a comprehensive legal framework to tackle the increasingly complex challenges of cybercrime.

Vietnam highly values UNODC’s coordinating and technical support throughout the preparation process, particularly Waly’s practical contributions as the agency’s head. The success of the signing ceremony also opens opportunities for Vietnam to play a stronger role in multilateral processes moving forward, especially regarding ratification and the negotiation on documents for effective implementation of the Convention.

Ghada Waly praised Vietnam’s proactive and constructive participation in negotiations and preparations for the signing ceremony, and conveyed sincere thanks to the senior Vietnamese leaders, the Ministry of Public Security, the Ministry of Foreign Affairs, and other relevant agencies for their diligent and warm reception of the UN Secretary-General’s delegation, as well as over 2,500 international delegates from all continents.

With 72 countries signing the Convention over 25-26 October and more preparing to join, Vietnam successfully hosted a historic UN signing ceremony, thus opening numerous opportunities to advance global cooperation against cybercrime.

Waly affirmed that the ceremony marked a positive start for the ongoing process, in which UNODC will continue to support Vietnam in realizing the Convention, particularly in capacity building, technical assistance, and connecting international partners.

Both sides discussed cooperation plans to follow up on the signing ceremony’s success, including organizing promotional events for the Convention and encouraging countries to sign and ratify it promptly. Ambassador Vu Le Thai Hoang stated that the Vietnamese Embassy in Austria is making preparations for the second Vietnam-Austria Technology Forum in Vienna, focusing on cybersecurity cooperation, and expressed the desire to coordinate with UNODC to ensure its success.

Concluding the meeting, Ambassador Vu Le Thai Hoang wished Ghada Waly continued success in her new role and expressed confidence that cooperation between Vietnam and UNODC would be further strengthened as a practical contribution to the United Nations’ joint efforts for peace, security, and sustainable development worldwide.
