Two-tier local government model a bold and necessary step forward
VOV.VN - The implementation of a two-tier local government model marks a bold and necessary move to enhance the effectiveness, efficiency, and performance of the state apparatus at all levels, according to Vietnamese Ambassador to China Pham Thanh Binh.

On the morning of June 30, as provinces and cities across Vietnam simultaneously held solemn ceremonies to announce key resolutions and decisions on administrative restructuring, officials and staff of the Vietnamese Embassy in Beijing gathered to watch the special live broadcast by Vietnam Television.
Witnessing this historic moment for the nation, officials and staff at the Embassy felt the gravity of the occasion, expressing pride and excitement, as well as a strong determination to stand alongside the people of Vietnam in realizing this “strategic transformation” for the country.
In a recent media interview in Beijing, Vietnamese Ambassador to China Pham Thanh Binh underscored the significance and scale of the event, calling it a highly practical and important step in propelling Vietnam toward an era of prosperity and progress.
The Ambassador affirmed that the restructuring and implementation of a two-tier local government model marks a bold and necessary move to enhance the effectiveness, efficiency, and performance of the state apparatus at all levels. This approach, he said, would help build a government that is closer to the people, better understands the people, and better serves the people, while expanding the nation’s sustainable development space.
In line with Party General Secretary To Lam’s directions at the ceremony, the Vietnamese Embassy in China and other overseas diplomatic missions will continue to work closely with local authorities, institutions, and organizations across Vietnam to carry out concrete actions aimed at building a streamlined and modern administrative system that better serves citizens at home and abroad.
At the same time, the Embassy will step up outreach and encourage the Vietnamese community in China, students, workers, and professionals to uphold the tradition of national solidarity, enhance mutual support, and maintain strong ties to their homeland, while continuing to contribute to the country’s development.
The Embassy will also play its role as a bridge, conveying messages to local and international partners in support of Vietnam’s efforts to modernize its administration and spur comprehensive socio-economic development.
