The first ordinance, which has five chapters and 24 articles, identifies principles, rights, obligations and responsibilities of Vietnamese organisations and citizens in protecting important projects relating to national security. Accordingly, Vietnamese agencies, organisations and citizens are obliged to protect important projects relating to national security. Foreign organisations and individuals working in Vietnam are not allowed to carry out activities detrimental to the country’s security. The ordinance will come into effect as of October 1, 2007.
With five chapters and 33 articles, the Ordinance on signing and implementing international agreements are applied to central agencies (the National Assembly and its agencies, the Supreme People’s Court and Supreme People’s Procuracy, the State Audit Agency and ministerial-level and Government agencies), provincial agencies (People’s Councils, People’s Committees) and central agencies of socio-political organisations. The ordinance will take effect as of July 1, 2007.
The Ordinance on implementing democratic regulations at the communal, town and ward levels adjusts relations between local administration and people in implementing and promoting people’s democratic rights. Accordingly, the communal administration must publicise the contents of issues that people are invited to discuss, give opinions and supervise during the implementation process. The Ordinance makes clear the responsibility of local administration, officials and people as well as steps towards implementing democratic regulations.
The ordinance which consists of six chapters and 28 articles will come into effect as of July 1, 2007.
