Streamlining state apparatus, roadmap to 14th Congress high on 11th plenum agenda

VOV.VN - The 13th Party Central Committee opened its 11th plenum in Hanoi on April 10 to discuss sweeping plans for streamlining the political system and preparing for the 14th National Party Congress, with Party General Secretary To Lam chairing the event and delivering an important opening speech.

The plenum is set to deliberate and give feedback on 15 major proposals, grouped into two major areas. The first group focuses on streamlining the political system’s organizational structure, administrative units, and the two-tiered local government model. This includes eight proposals. The second group, consisting of seven proposals and related reports, concerns preparations for the 14th National Party Congress, the election of the 16th National Assembly, and People’s Councils at all levels for the 2026–2031 term.

The Politburo will also consider and decide on personnel matters under its jurisdiction, report to the Central Committee on domestic, regional, and global developments, as well as review important issues it and the Secretariat have handled since the previous plenum. Additionally, the agenda covers topics related to institutional reform, scientific and technological breakthroughs, innovation, and national digital transformation.

In his opening remarks, Party leader To Lam introduced key issues for the Central Committee to focus on. Regarding the streamlining of the political system and local administration, he noted that over the past two months, the Politburo and the Secretariat have essentially completed restructuring efforts for Party, Government, National Assembly, and Fatherland Front agencies at the central level, in line with previous conclusions.

However, he pointed out that the overall structure of the political system remains incomplete. In many localities, intermediate levels still exist, and many provincial-level administrative units are too small to allow for further development. Most commune-level units also face limitations in size and cadre capacity. Moreover, the functions, tasks, authority, and operational mechanisms of local agencies remain inconsistently and insufficiently delegated.

To continue the overhaul of the apparatus, the Politburo and Secretariat held numerous in-depth meetings and reached a high consensus to submit several key proposals to the Central Committee. These include plans to reorganize administrative units at all levels and develop a two-tier local government model; to restructure the local Party organization; to streamline the Vietnam Fatherland Front, mass organizations, and task-assigned associations; and to reorganize the court and procuracy systems. Proposals to amend the Constitution, State laws, the Party Statutes, and regulations on inspection and supervision have also been submitted to ensure synchronized implementation.

Emphasizing the goal of building a government that is closer to the people and better serves them, while creating a new development dynamic for the country for the next 100 years, the Party chief urged Central Committee members to discuss the proposals with a reform-oriented mindset and revolutionary spirit focused on national development.

He underlined the need to deal with major issues, such as reducing the number of provincial-level units to 34, eliminating the district level, cutting commune-level units by about 50%, and ensuring that the new commune-level structure remains close to the people and serves them effectively after consolidation.

Turning to preparations for the 14th National Party Congress and the upcoming general elections, General Secretary To Lam stated that since the 10th plenum, the Politburo has directed the inclusion of numerous new and revolutionary policy points aimed at driving national development. The Congress documents have been significantly improved in terms of content and presentation, ensuring scientific rigor, practicality, actionability, feasibility, and purpose. The political report serves as a guiding light, while other reports are meant to be action-oriented handbooks.

The documents consistently affirm the Party’s unwavering commitment to socialism and balance between stability and development, always keeping the people's needs at the center. The goal remains the successful realization of the country’s two centennial objectives.

To achieve these targets, the Party General Secretary stressed the importance of proposals and initiatives that can help boost GDP growth to over 8% in 2025 and maintain double-digit growth in subsequent years. These efforts must be carried out in tandem with the ongoing institutional restructuring and in the context of global trade tensions.

He stated that success will depend on each locality, ministry, and sector identifying practical steps based on their own internal momentum.

To realize the 14th National Party Congress's goals and vision, the top Party leader underlined the need for a higher quality cadre base, particularly at the strategic level. Therefore, personnel planning must begin early and continue to be refined until the Congress takes place.

The Politburo has already reviewed and supplemented the draft orientation on personnel work for the 14th Party Central Committee, ensuring conformity with the new organizational model.

It has also reviewed and submitted proposals to the Central Committee on the strategic-level cadre planning and proposed amendments to Directive 35 on organizing Party congresses at all levels in preparation for the 14th National Congress. The proposed changes include updates on age limits for re-election, Party committee structure and numbers, Congress timelines, and content.

All these efforts aim to ensure the successful organization of the Party congresses at all levels and the 14th National Party Congress, scheduled for the first quarter of 2026.

The 11th plenum is expected to run through April 12, 2025.
