Social progress and equity must not be sacrificed for economic growth: PM

VOV.VN - Prime Minister Pham Minh Chinh said socio-economic development must not come at the expense of social progress, equity and social security at a working session with the Vietnam Academy of Social Sciences (VASS) in Hanoi on February 24 on the occasion of the Lunar New Year of the Horse 2026 (Tet Binh Ngo).

During the working visit visit, the Government leader reviewed achievements in social sciences research, including Ho Chi Minh Prizes and State Prizes awarded to the Academy, and research projects supporting Politburo resolutions such as Resolutions 57, 59, 66, 68 and 79. He also viewed archival materials transferred by the French School of the Far East, which are being prepared for nomination as a UNESCO World Heritage site.

Reporting at the meeting, Prof. Dr. Le Van Loi, President of VASS, said that over 73 years of development the Academy has made important contributions to national construction and defence.

In 2025, VASS streamlined its organizational structure from 44 units to 26, with 1,330 officials and employees. It established a Science and Technology Development Fund, reinstated its Scientific Council and set up three specialized research groups focusing on socio-economic issues; political, social and legal affairs; and international issues.

The Academy has implemented key research programs linking theory with practical issues in the context of deeper international integration. Its scholars have published thousands of academic articles, including 130 in international journals.

Participants at the meeting also noted several shortcomings, including slow progress in some tasks, policy advisory outputs that failed to fully meet requirements, international publications not commensurate with potential, lagging digital transformation and infrastructure that lacks synchronization.

In his remarks, PM Chinh affirmed that VASS is a leading strategic research center of the Party and the State in social sciences, serving as a core institution for theoretical research, practical review and provision of scientific grounds for policy formulation.

He emphasized that in the new era, science and technology development is a top breakthrough, socio-economic development is central, and cultural and human development forms the foundation, with no sacrifice of social progress, equity and social security for the sake of mere economic growth.

The Government chief called on the Academy to reinforce unity, deepen basic research with a long-term vision, safeguard the Party’s ideological foundation, develop its scientific workforce including younger generations, promote digital transformation and finalize its development strategy for 2026-2030 with a vision to 2045 under the principle of “six clarities”: clear vision, mission, priority areas, specific goals, implementation roadmap and required resources.

Chinh urged the Academy to uphold its tradition of self-reliance, study solutions to combine national strength with the strength of the times, place people at the center and as the driving force of development, and contribute to Vietnam’s fast and sustainable development.

He expressed confidence that, with its tradition of unity, boundless creativity and distinguished academic strength, the VASS would continue to reach new heights and remain a source of pride for the nation’s science.
